Abstract: “Double-first-class” strategy is the transformation and innovation of production relations of higher education,and it breaks the traditional pattern of key university construction.It will greatly liberate and develop the productivity of higher education,and improve the development speed and the quality of higher education.“The policy of co-constructed by Ministry of Education and Province” is an important step which can support the construction of central and western regions high-level university,optimize the regional layout of higher education and promote the balanced development of higher education,and will be the extension of the “double-first-class” strategy in specific range.As the vanguard of the colleges and universities in central and western of China,and as the pioneer in education of the regional higher education,“the universities co-constructed by Ministry of Education and Province” play an important role in promoting the central and western regions higher education level.These universities are the important force to promote the coordinated development of higher education in China.Under the guidance of the “double-first-class” strategy,“the universities co-constructed by Ministry of Education and Province”should analyze their current situation carefully,seize development opportunities,clarify their responsibility and take initiative action.While realizing their own high-quality development,they should better serve regional development and national key strategies.
