摘要: 环境规制和绿色技术创新是践行新发展理念的具体表征形式,也是推进工业高质量发展的重要路径。使用EBM-ML指数法测算了工业绿色全要素生产率,再运用数理统计模型验证了不同类型环境规制工具对工业绿色发展的影响效应以及绿色技术创新的中介效应。研究表明:考察期内中国工业绿色全要素生产率呈现出增长态势,其主要增长源是工业生产前沿边界的外移;公众参与型环境规制工具对工业绿色发展的影响效应是先促进后抑制的,而行政命令和市场激励型环境规制工具却抑制了工业绿色发展;这一结论再经过一系列稳健性检验和考虑内生性问题后依然成立。进一步研究表明,绿色技术创新在环境规制影响工业绿色发展的传导路径中有显著的中介效应,但对于不同类型的规制工具,其发挥的中介效应有细微差异。

Abstract: Environmental regulation and green technology innovation are not only the specific manifestations of practicing the new development concept,but also an important path to promote the high-quality development of industry.Firstly,this paper uses EBM-ML index method to calculate the industrial green total factor productivity,and then uses mathematical statistical model to verify the effect of different types of environmental regulation tools on industrial green development and the intermediary effect of green technology innovation.The results show that the green total factor productivity of Chinas industry shows a growth trend during the investigation period,and its main growth source is the outward movement of the frontier of industrial production;the effect of public participation environmental regulation tools on industrial green development is first promoted and then restrained,while administrative orders and market incentive environmental regulation tools inhibit industrial green development;this conclusion is still valid after a series of robustness tests and considering endogenous problems.Further research shows that green technology innovation has a significant intermediary effect in the transmission path of environmental regulation affecting industrial green development,but for different types of regulation tools,the intermediary effect is slightly different.
