Abstract: I Ching is a book that manifests the Law.This paper probes the thoughts of managing the state affairs exemplified by Hexagrams Lin and Guan.Observing the images in Hexagrams Lin and Guan and interpreting their judgments，one can find the thoughts of managing the state affairs in I Ching in the following 7 aspects:1.centering around the people when administering a country；2.tension alternating with relaxation；3.complying with the destiny of the Heaven and adapting to the mind of the people；4.making one’s words and action accord with the Golden Mean；5.being able to know and select talented persons；6.teaching and regulating the people by knowing their mind，and summing up the losses and gains；7.being inexhaustible in one’s will to teach and without limits in protection of the people.
