河北省高校教育人才分类评价改革对策

The Strategies of Reform of Categories Evaluation of Teaching Talents in Colleges of Hebei Province

摘要: 高等院校教育人才的分类评价改革对高校建立学科特色、履行教育教学使命、发挥各类教师优势具有积极意义。河北省高校实施教师分类评价改革后,导向与分流作用显现、教育教学主旋律回归、考核与评价的科学性增强、学校用人自主权加大、成果数量和质量均有提升。但仍存在诸多问题,如“破五唯”不够彻底、部分评价结果陷入“量化陷阱”、“官本位”惯性依然残留、人才评价缺少年龄维度的变化、行政人员考核流于形式等。因此,提出建立多维立体评价体系、强化发展性评价、建立多元评价主体、评价要与教师职业生涯变化相契合以及调和教师价值观等对策。

Abstract: The categories evaluation of teaching talents in colleges has positive significance for the establishment of discipline characteristics,fulfilling the mission of teaching,and exerting the advantages of teachers.After the implementation of categories evaluation of teachers in colleges of Hebei Province,the importance of guidance and diversion shows apparant,the main theme of education and teaching is returning,the scientificity of assessment and evaluation is enhanced,the autonomy of school personnel is increased,and the quantity and quality of achievements are improved.But there are still many problems:like “abolishing the five principles” is not thorough enough,some evaluation results fall into “quantitative trap”,the influence of “official-centered” still remains,talent evaluation lacks the change of age dimension,administrative personnel assessment is a mere formality,etc.Countermeasures are put forward:establishing multidimensional and stereoscopic evaluation system,strengthening developmental evaluation,establishing multiple evaluation subjects,strengthening consistency of evaluation and teachers career change,and reconciling teacherss values.
