全产业链视角下数字经济的碳排放效应——以河北省为例

The Carbon Emission Effect of Digital Economy from the Perspective of Whole Industry Chain ——Taking Hebei as an Example

摘要: 已有研究很少从全产业链视角科学量化评估数字经济的碳排放效应,更多的是以ICT产业为媒介分析数字经济对区域碳排放的影响。通过构建数字经济投入产出模型从全产业链视角测算了河北省数字经济的碳排放效应。研究发现,全产业链的视角下,河北省数字经济的引致碳排放量仅次于六大高耗能产业和交通运输业,主要是由贸易和消费驱动的,集中在产业链上游的高耗能部门和产业链下游的高数字化部门。国内贸易和居民消费是推动河北省数字经济碳排放增加的主要动力,而碳排放强度和产业关联是导致数字经济碳排放降低的主导因素。最后,从宏观和微观两个层面对推动数字经济科学减排提出了相应的对策建议。

Abstract: Existing studies rarely evaluate the carbon emission effect of digital economy scientifically and quantitatively from the perspective of the whole industry chain,and most of them analyze the impact of digital economy on regional carbon emission through the ICT industry.This paper calculates the carbon emission effect of digital economy in Hebei from the perspective of whole industry chain by constructing digital economy input-output model.The research results show that the total carbon emission of the whole industrial chain of digital economy in Hebei is second only to the six energy-intensive industries and transportation industry,which is mainly driven by trade and consumption,concentrated in the high energy consumption sectors in upstream of the industrial chain and the high-digital sectors in downstream of the industrial chain.The domestic trade and residents consumption are the main driving forces for the increase of carbon emission of digital economy in Hebei,and the carbon intensity and industry association are the dominant factors to reduce carbon emissions.Finally,the paper puts forward corresponding countermeasures and suggestions from macro and micro levels to promote scientific emission reduction of digital economy.
