新时代教育政策执行研究新思考

摘要: 在不同的历史时期和社会环境下,政策要解决的主要矛盾和问题不同,政策执行研究的要义就会有所区别,因而新时代我们需要重新思考教育政策执行研究。首先,新时代我们面临新的社会矛盾,中国教育政策执行研究的要义在于以人民为中心思考教育问题和追求教育公平与质量。这就要求强调党对教育政策执行的全面领导,注重民生,关注最基层的执行者,密切监测执行行动与教育政策追求公平与质量价值取向之间的关系。其次,需要重新理解教育政策执行的含义,探讨执行者对政策的重构。这就需要研究基层执行者的政策再解读,关注执行者对政策认知和理解程度的层次现象,分析不同群体的利益立场,重视执行过程的复杂性。再次,深谙教育政策执行的阶段性路径存在多样性可能,既有正向或者负向的直线路径和曲线路径,还有螺旋式上升路径。因而要关注政策的来龙去脉和历史演进,客观地、历史地分析新时代教育政策执行举措和执行环境。

Abstract: In the different background of different historical period and social environment,the educational problems that the education policy must solve are different,the essentials that the policy implementation research will also be different,So we need to re-understand the research of educational policy implementation in the new era.Firstly,in the new era,we are faced with new social problems,the essentials of Chinas education policy implementation research lie in the people-centered thinking of education issues and the pursuit of education equity and quality.It emphasizes the overall leadership of the Communist Party of China in the implementation of education policy,and we should pay attention to the peoples livelihood,observes the executors at the grass-roots level,and pay close attention to the relationship between the implementation actions and the value orientation of pursuit of equity and quality of education.Secondly,we need to re-understand the meaning of the implementation of education policy,and explore the executors restructuring of the policy.So we should not only study the re-interpretation of the policy of the grass-roots executors,pay attention that there exists different levels in the peoples cognition and understanding of the policy,but also analyzes the interests of different groups,and attaches importance to the complexity of the implementation process.Thirdly,there is diversity possibility about the paths direction to the policy objectives in different implementation period in reality,including positive or negative straight path,curve path and spiral path.Thus we should pay attention to the policys historical evolution,objectively and historically analyze the implementation measures and the implementation environment of the education policy in the new era.
