The Interaction and Logic between Institute of International Education and U.S.Federal Government after World War II(1947—1966)

摘要: 二战后,美国国际教育协会的发展极具典型性,独特之处体现于它与联邦政府的互动模式。美国联邦政府逐渐重视国际教育交流事业,通过制定国际教育交流战略,确立教育交流体制,强化其在国际教育交流中的主导地位,使国际教育交流成为政府发挥外交战略,进行冷战对抗的政治工具。国际教育协会因势利导,拓展教育交流平台,扩充组织架构,在国际教育交流中发挥代理职能。双方在国际教育交流中形成了既博弈又合作的互动模式。联邦政府意图贯彻国家意志,而协会则极力保持独立发展态势,双方在矛盾分歧中寻求共识,相互依存。

Abstract: After World War II,the development of the Institute of International Education in the United States is very typical,which is unique in its interaction mode with the Federal Government of the United States.During this period,the Federal Government gradually attached importance to the cause of international educational exchanges.By formulating international educational exchange strategies,establishing educational exchange systems,strengthening its leading position in international educational exchanges,the Federal Government made international educational exchange become a political tool for its diplomatic strategy and the Cold War.Taking advantage of the current situation,the Institute of International Education has expanded its educational exchange platform,expanded its organizational structure,and played an agent role in international educational exchanges.The government and the Institute have formed an interactive mode of game and collaboration in international educational exchanges.The Federal Government intended to carry out the national will,while the Institute tried its best to maintain an independent development trend.Both sides sought consensus in contradictions and differences and were interdependent.
