Theory Perspective on Chronic Poverty and Its Integration

Abstract: Chronic poverty is a kind of poverty like “cancer”. How chronic poverty is generated and maintained has become a frontier issue in the field of global poverty research. At present, the theoretical analysis of chronic poverty gradually differentiates into the resource perspective and the relational perspective. Based on the traditional poverty theory, the resource perspective proposes the livelihood capital/vulnerability framework, while the relational perspective argues that poverty is socially constructed, focusing on its underlying social process and mechanisms. By reviewing the relevant theories of both of these two perspectives, this paper further puts forward a holistic framework for a comprehensive analysis of chronic poverty.
