The Development Process,Achievements and Prospects of the Chinese Communist Partys Rural Education in the Past Hundred Years LIU Fengyue,ZHANG Tiantian Journal of Hebei University(Philosophy and Social Science)    2021, 46 (4): 47-54.   DOI: 10.3969/j.issn.1005-6378.2021.04.004 Abstract （2760）      PDF（pc） （1424KB）（407）       Knowledge map    Save The reform and development of rural education in China have always run through the development context of the Communist Party of China.In the course of one hundred years,the Communist Party of China has always taken “providing satisfactory education for people” to make rural students from “being able to go to school” to “receiving good education” as its starting point and goal.Through unfolding a grand historical narrative,we find rural education has gone through four development stages:exploration period,foundation laying period,adjustment period and optimization period,which have embarked on a path of socialist development with Chinese characteristics and achieved great achievements that have attracted worldwide attention.Compulsory education has been fully universalized,and the average education years of the rural population has increased;the funding mechanism is increasingly sound,and the funding for running a school is increasing year by year;the effect of teaching staff construction is remarkable,and the quality of teacher supply is enhanced;with the continuous improvement of school running conditions,the gap between urban and rural areas has been significantly narrowed.At present,China is in a period of building a new type of industrial-agricultural-urban-rural relationship,fully implementing the rural revitalization strategy,and achieving high-quality development.Looking to the future,the Communist Party of China will give priority to the development of rural education,strengthen the integration of urban and rural education,improve the quality of rural education,promote educational equity and ultimately accelerate the pace of transition from a big country in education to a strong country in education. It could be traced back to the Mid-Tang Dynasty, and was known as one of the most significant topics in the Chinese intellectual and cultural history. What this movement tried to revive is: 1)Reinterpretation of Confucian classics by replacing commentary on chapters and sentences with Neo-Confucianism; 2)Replacing the “heresy” of Buddhism and Daoism with the Confucian Way; 3)Revival of Confucian practical learning by replacing the old useless learning with the pragmatic learning. “The Sunset Clause” in Dual Class Share System ZHAO Jin-long,ZHANG Lei Journal of Hebei University(Philosophy and Social Science)    2020, 45 (5): 146-153.   DOI: 10.3969/j.issn.1005-6378.2020.05.017 Abstract （1874）      PDF（pc） （1344KB）（250）       Knowledge map    Save In order to realize the development strategy of an innovative country,adapt to the new changes in the financial market and promote the development of the new economy,China allows companies with dual equity structure to be listed on the science and technology innovation board.There are some problems in the dual ownership structure company,such as management solidification and insider control,which damages the interests of external investors.Therefore,it is very important to coordinate the interest relationship between founding shareholders and external investors,resolve the contradiction between controlling shareholders and small and medium-sized shareholders,and safeguard the legitimate rights and interests of small and medium-sized investors.Compared with other rules,“sunset clause”, on the one hand, not only can form a reasonable incentive mechanism,but also can effectively restrain the founder shareholders or the actual controller of the company to limit their bad behavior,and on this basis,it constructs an appropriate control transfer mechanism.In order to give full play to the function of sunset clause,China should revise the existing rules,establish the status of punitive clause,clarify the shareholder qualification,delete the “change of control”,add the sunset clause of good faith obligation,clarify active dilution and passive dilution,and construct the “sunset” review mechanism. According to Zhang Shenfu, the dross of Confucianism should be overthrown, while the essence of Confucius' thoughts should be adopted. However,in order to to improve the development of Chinese culture, only adopting and promoting the traditional thoughts is far from enough. To solve current issues, Confucianism needs to be analyzed from the perspective of philosophy, which is expected to promote the development of Chinese culture. In other words, not only the essence of Confucius’ thoughts should be adopted, but it also needs to be studied in innovative ways. In conclusion, overthrowing the dross of Confucianism and adopting the essence of Confucius' thoughts are Zhang Shenfu’s complete view of Confucianism. The most prominent example was that salaries instead of the officers actual assigned functions were based on the titular offices in the early Song Dynasty. The titular offices who indicated the duties of government officials during previous dynasties became a series of ranks also called ranks of the titular offices that determined the salaries and allowances of the officials in the Northern Song Dynasty, unlike the situation before the Tang Dynasty whose official salaries and positions were decided by the official ranks. This paper expounds the process how ranks of the titular offices turned into grand masters and court gentlemen of salary offices among selectman, capital officials and court officials within the civil officials. The variations of their functions are also discussed. To be more specific, the thesis consists of three parts. Firstly, the ranks of the titular offices. Secondly, salary offices(the reformation in Yuanfeng and the reformation in Chongning and Zhenghe). Thirdly, salary offices were divided into “left” and “right”. The feature of this paper is that these issues are illustrated by numerous empirical evidence for the official titles during different periods. Besides,［］, ［‘］, ［］ and ［l］ may also be found rhotacized into ［k⌒］, ［k‘⌒］, ［x⌒］ with different levels of velarization and ［］ in the south of Hebei province. Complex consonants such as ［k⌒］, ［k‘⌒］, ［x⌒］ and ［k⌒］, ［k⌒‘］, ［x⌒］ are double-site “velar-retroflex”,whose different strength of velar and retroflex shows a relationship that is bi-directional opposite and continuous change. Furthermore, those complex consonants correspond with ［］,［］,the rhotacized form of［］, ［l］,demonstrating a kind of parallelism in their departing and joining. All these features,especially the correlation between syllablization and ［-］ coda,as well as the correlation between stability of syllablization and opened-mouth,closed-mouth, have significance in understanding the cause and process of this kind of complex consonants and syllabized consonants. The compound effect of environmental regulation policy and fiscal decentralization system on high-quality economic development is worth exploring.This paper uses global Malmquist-Luenberger(GML)index estimates the green total factor productivity of 283 cities at prefecture level and above in China from 2004 to 2016 to measure the high-quality economic development.It also establishes a non-linear adjustment model of fiscal decentralization,environmental regulation and high-quality economic development,and systematically investigates the relationship between fiscal decentralization,environmental regulation and high-quality economic development in China.The results show that:Chinas current fiscal decentralization system has a negative impact on high-quality economic development,and there is vicious competition among local governments;environmental regulation has a “U-shaped” regulatory effect on fiscal decentralization and high-quality economic development,and the effect presents threshold characteristics. Supply and Demand Adaptation of Home-care: A Framework for Theoretical Analysis GUO Li-na,WU Rui-jun Journal of Hebei University(Philosophy and Social Science)    2020, 45 (5): 136-145.   DOI: 10.3969/j.issn.1005-6378.2020.05.016 Abstract （1071）      PDF（pc） （1442KB）（383）       Knowledge map    Save In the theoretical research and practical operation,the problem of supply and demand adaptation of old-age care has received much attention.However,current research is more concerned with “whether it is adapted” and “how to adapt”,but there is little discussion about the definition of adaptation.After the theoretical interpretation of the supply and demand of social services,the theoretical analysis framework for the adaptation of the supply and demand of home-care is initially constructed.Its adaptation framework generally presents a three-dimensional structure,including three consistency states for internal demand,internal supply,and between supply and demand.The adaptation target can have two expectations of “supply constraining demand” and “demand determining supply”.The former is the balance of supply and demand under a certain supply level,and the latter is the balance of supply and demand under the guidance of demand.Its operational indicators also show a two-dimensional differentiation between the controllable and the uncontrollable.In supply and demand practice,more attention should be paid to uncontrollable quantitative indicators.Based on the applicability test of the Shanghai case,the multidimensional theoretical framework can provide a more complete reference system for interpreting and measuring supply and demand adaptation of home-care. One refers to three ethical relationships, and the other refers to the Three Rules,namely“ruler guides subject,father guides son,and husband guides wife”. “San Gang” includes two ethical principles of unity and Master/Slave, and contains two inherent requirements of abiding responsibility and abiding justice. As the three kinds of ethical relationship, “San Gang” appears as a progressive pattern. “San Gang” establishes the importance of human relations, and stresses that the human bing should be the security of his/her responsibility and morality. Traditional Confucian ethics still enlighten contemporary moral construction. We should take a sympathetic attitude towards traditional culture, and make a more objective and impartial evaluation of it. On this basis, we should explore the lasting value of traditional culture. His posthumous title is “Brilliant Fortunate Pious Xuan Emperor”. The Eulogy of Shengzong Emperor and record of the people in the Song Dynasty can supplement The History of Liao Dynasty. But the people in the Song Dynasty mistook that Shengzong Yelv Longxv’s honorific title“Heavenly Auxiliary Emperor” was his posthumous title. The honorific title and posthumous title of Emperor Shengzong Yelv Longxv show the phenomenon of cultural mixture between the Han nationality and the minority nationalities，proving Qidan’s emperor was the monarch of Han nation and all ethnic groups in Liao Dynasty, and reflecting the government’s policy that “Ruling the Han nationality with the Han system, ruling the ethnic groups with the ethnic groups system”. Generally speaking, outflow population in Hebei mainly flows to the areas with more developed economy or faster development, and the main reason for the population flow is to improve the economic conditions. From the perspective of social demographic characteristics, the proportion of rural population in Hebei outflow population is higher, in particular the male proportion mainly in short distance flow. The floating population is mainly in middle school education level and the junior high school. It is also the longest novel about the land reform in the history of Chinese modern and contemporary literature, which took Wang Xiyan 12 years to finish it. The reasons why such a piece of work with a lot of effort has not been valued by Chinese contemporary literature studies are as follows, in addition to the theme, this neglegence is also related to its writing skills: although it also paid much attention to the sharp and intense class struggle, it did not make the story legendary, so it is difficult to attract readers attention with the fancy plots which were found in the “red classic works”; it is also hard to satisfy the critics at that time for failing to create the perfect character images. These two factors lead to the result that this novel did not generate the extensive influence just like the “red classic works”. In the context of the new era, the authors protective rhetoric for “political correctness” has been neglected by new researchers. Because the author believes in the principle of realism for creation, although the work strives to move closer to the “exemplary revolutionary narrative”, it shows many ‘non-exemplary” characteristics, which makes it with certain complexity and more artistic authenticity. It shows that fertility desire among urban and rural residents has undergone significant changes in China, and the differences of fertility desire have been gradually reduced between different groups, the research method is mainly based on quantitative research and empirical investigation and the research content presents the characteristics of diversification of dimensions and diversification of influencing factors. Gotthold Ephraim Lessing put forward the concept of “the moments of inclusion” in Laocoon to illustrate the intrinsic aesthetic features of plastic arts. The theoretical form of this concept is helpful to understand the internal structure of Ren in Confucius thoughts. In the moral philosophical sense of the mental state, Ren has two intrinsic structural features of time and inclusion. The former makes Confucius Ren have dynamic feature while the latter guarantees Rens internal impetus. As a result, Ren is more likely to exist in the concrete state of the subjects heart, and its universality is more likely to be established in the formal structure. Moreover, the intrinsic structural exploration of the Ren of Confucius also helps to re-examine the metaphysical significance and misinterpretation of aesthetic features that Ren conferred on later generations. In the meantime, his disciple, Cai Yuanding was imposed a heavy penalty and died in Daozhou because of demotion. On the causes of Cais death, many researchers believed that Cai was implicated just because of the powerful minister, Han Tuozhous inhibition on Zhu Xi, and he was totally innocent. But based on the scattered historical materials in the relevant period especially from the letters of Zhu Xi in the contemporary period, we can find that Cai was penalized severely partly due to the political background in that period but the hidden and direct cause was because of the event that Cai decided to relocate the Jianyang school to Huguosi because of the Geomantic Omen. This made the political opponents accuse Cai as an excuse and also because the event was related to Geomantic Omen, Zhu Xi and his descendants and disciples were all reluctant to reveal the truth behind it, which became the direct reasons of Cais death in Daozhou but the reasons were submerged.
