By straightening out the status quo of ecological environment protection integration in the region of Beijing Tianjin Hebei, this paper has analysed the reasons of the unconspicuous effects in ecological environment protection integration. We consider that improving the ecological environment protection integration in Beijing Tianjin Hebei should do from two following aspects. On the one hand, make a “top to down” propulsive mechanism, and safeguard the strategic planning, target tasks and future policies to implement smoothly. On the other hand, develop a “down to up” participant mechanism to ensure all the citizen can take an active part in ecological environment protection integration. Only by combining with these two ways to solve the problem of unconspicuous effects in ecological environment protection integration, can we enhance the effects and improve the quality of ecological environment in the region of Beijing Tianjin Hebei.

Tianzhang Royal Institute which was established in the period of Song Zhenzong, was of the utmost importance among various Royal Institutes that stored the collected works of emperors, royal collections, and archives in the imperial palace of Song Dynasty. With painstaking management on the foundation of the huge collections of Tianzhang Royal Institute, during the period of Song Renzong, who set up some official positions such as the Clients, Serving Study, and held a series of political activities like the talk with emperors, holding court, the Classic Lecture. It became an essential part for the discussion of political affairs and the audience with the emperor in the inner court. At the beginning of the Southern Song Dynasty,Tianzhang Royal Institute was used to store the portraits of emperors and political archives after its reconstruction, due to the adjustment of the interior structure and functions in the inner court of the Southern Song Dynasty. New ceremonies were also established as a way of showing respect. Meanwhile, the official position of the Clients turned to be nominal in late Northern Song Dynasty; as a result, the official position of Tianzhang Royal Institute, which had been a kind of civil position holding real power, was merely an official title at the time. The establishment of Tianzhang Royal Institute and the evolution of its official positions and titles on the one hand indicate its special status among all Royal Institutes in Song Dynasty; on the other hand show the reform of the Royal Institutes in the inner court and the transformation of the Clients’ administrative function during Song Dynasty.

In the period of “Qing Yuan Dang Jin” of Southern Song Dynasty, neo confucianist Zhu Xi was impeached and dismissed from office. In the meantime, his disciple, Cai Yuanding was imposed a heavy penalty and died in Daozhou because of demotion. On the causes of Cais death, many researchers believed that Cai was implicated just because of the powerful minister, Han Tuozhous inhibition on Zhu Xi, and he was totally innocent. But based on the scattered historical materials in the relevant period especially from the letters of Zhu Xi in the contemporary period, we can find that Cai was penalized severely partly due to the political background in that period but the hidden and direct cause was because of the event that Cai decided to relocate the Jianyang school to Huguosi because of the Geomantic Omen. This made the political opponents accuse Cai as an excuse and also because the event was related to Geomantic Omen, Zhu Xi and his descendants and disciples were all reluctant to reveal the truth behind it, which became the direct reasons of Cais death in Daozhou but the reasons were submerged.

Accompanied with the rapid development of China’s economy and the rapid increase of the floating population, as well as the objective reality of the imbalance of regional socio-economic development in Beijing, Tianjin and Hebei Province, the form of population outflow in Hebei province also shows its own distinctive features. Generally speaking, outflow population in Hebei mainly flows to the areas with more developed economy or faster development, and the main reason for the population flow is to improve the economic conditions. From the perspective of social demographic characteristics, the proportion of rural population in Hebei outflow population is higher, in particular the male proportion mainly in short distance flow. The floating population is mainly in middle school education level and the junior high school. In order to achieve the target of orderly outflow of population in Hebei Province under the new background of the coordinated development for the Beijing-Tianjin-Hebei region and the establishment of Xiongan New Area, we need to tackle the negative problems caused by population outflow, such as unbalanced regional development problems, and the problem of left-behind children and the elderly. In order to achieve a balanced development of regional economy, which is crucial to achieve scientific planning and balanced development, there is a need to promote urban construction, provide public services and ensure social security.

They constituted the understructure of the local government. From the mid term of the Northern Song, the clerks’ professionalization became more prominent which made them the new influence in the local politics. The clerks were familiar with the routine and affairs of the local government. They held the communication between the officials and the people through the documents and the positions. At the same time, the clerks came from the people and contacted with the people. Consequently they were drawn over to the local upper levels. At present, the phenomenon of illegal use of scientific research funds in colleges and universities is quite common, and there are great disputes on the legal quality of the behavior in the theory field and practice field. Both of them are caused by the defects of our country’s scientific research funding management system. The system defects are mainly manifested in three aspects: initially, the budget of scientific research ignores the value of the researchers themselves; furthermore, there is a conflict between the research budget system and the basic characteristics of scientific research activities; finally, it is not possible to avoid the information asymmetry in the management of research funds’ auditing and reimbursement. So, we should add intellectual cost subject to the budget, establish professional guidance system of budget, expand the proportion of funding adjustments, and establish the multi-subject participation system. Only when the system defects are solved, is the punishment to the illegal use of funds fair.

    Abstract1553)      PDF(pc) (1374KB)(553)       Save
During the Song Dynasty, the official system was complicated and changeable. The most prominent example was that salaries instead of the officers actual assigned functions were based on the titular offices in the early Song Dynasty. The titular offices who indicated the duties of government officials during previous dynasties became a series of ranks also called ranks of the titular offices that determined the salaries and allowances of the officials in the Northern Song Dynasty, unlike the situation before the Tang Dynasty whose official salaries and positions were decided by the official ranks. This paper expounds the process how ranks of the titular offices turned into grand masters and court gentlemen of salary offices among selectman, capital officials and court officials within the civil officials. The variations of their functions are also discussed. To be more specific, the thesis consists of three parts. Firstly, the ranks of the titular offices. Secondly, salary offices(the reformation in Yuanfeng and the reformation in Chongning and Zhenghe). Thirdly, salary offices were divided into “left” and “right”. The feature of this paper is that these issues are illustrated by numerous empirical evidence for the official titles during different periods. And this paper offers a new perspective on the study of salary offices of civil officials in the Song Dynasty.

Imagining China is the basic theme of modern Chinese literature in the 20th century, and it is also an important dimension to investigate the literary creation of overseas new immigrants. Yan Geling, Zhang Ling and Hong Ying, the most representative and influential writers of new immigrants literature, imagine China in the interactive fusion of “self” and “other”. The existence of “other” in their “exotic writings” and the spiritual appeal of “rooting roots”, the search for “self” and the reconstruction of cultural identity and the interaction between “self” and “other” and the dialogue and fusion of heterogeneous culture, not only show the different poetic connotation of mainland writers and early overseas Chinese writers, but also reflect the beneficial exploration and deepening of transformation in the context of globalization and multiculturalism, and furthermore, also show how to tell the Chinese stories to the world and shape the cultural confidence and ultimate demand of Chinese influence.

    Abstract625)      PDF(pc) (3439KB)(462)       Save
Since the fiscal and taxation reform in 1978 has been nearly 40 years, this reform became a road through the clutter, going out of the country, through the implementation of “the Belt and Road”strategy to achieve global financial governance. In this process, we can see our fiscal and tax reform from the two“mirror”. First, the domestic “mirror”, China’s fiscal and taxation reform originated and started in the country, seemingly no big relationship with the world, but in fact, it is an integral part of the world. Second, the international “mirror”, China’s fiscal and taxation reform has never been out of the international environment, but in the international economic arena behind the scenes. The fiscal and tax reform is not only a road that the Chinese economy from the planned economy to the market economy, a road of rebirth, but also a road on which the Chinese dream and the Chinese nation’s comprehensive revival come true. This paper examines China’s fiscal and taxation reform from a global perspective. After examining the key point of the reform of the fiscal and taxation system, it has been found that important reforms such as tax reform, tax sharing, public finance and modern fiscal system have helped China get a big increase for 40 years. Thus, the reform has accumulated a wealth of “Chinese experience”, forming a typical “China model”, which can promote global financial governance and provide a “Chinese sample” for the world. This perspective will help us sort out the successful experience of the past and enhance the confidence and strength to deepen the reform in future.

One new festival emerged out of the Eastern Capital, now known as Kaifeng City (also known as Bianjing City) during the North Song Dynasty: Little New Year, which is a festival on the December 24th of the lunar month. Little New Year is the prelude of Chinese New Year, where there are four brief customs including Kitchen God worshiping, chanting, driving out evil spirits, and house cleaning. After the Northern Song Dynasty, this festival had spread towards the Hangzhou area, having other names such as Little New Year Eve or Minor New Year passed on from generation to generation up until now. Although the customs had already been popular in the Tang Dynasty during New Year Eve as a festival, people still trace the origin of Little New Year back to Kaifeng City during the Song Dynasty due to the festival’s large scale effect on Kaifeng City and because of a famous book called The Eastern Capital: A Dream of Splendor, bringing popularity and reputation to the festival. The Little New Year Festival is a product of the Bianjing City civilization, enriching traditional festival culture and improving peoples spiritual life, strengthening the concept of environmental sanitation, and adding new elements to Chinese civilization.

As an American psychological realism novelist with a strong sense of innovation, Henry James successfully applied the third person limited as the major point of view and the third person omniscient as the minor in the novel of What Maisie Knew. He focused on the visual experiences and mental activities of the center of consciousness that played the roles as register of impressions and little wonder-working agent. The transition from her looking to watching presented the cognitive growth. Meanwhile the mental activities of other media characters were depicted to keep the information completely delivered. The innovation had a tremendous influence on James’s late writing style, so What Maisie Knew was acknowledged to be the milestone in James’s writing career.

Supply side structural reform is the only way to adapt to and lead the new normality of economic development. From the international financial crisis in 2008, China’s factor supply conditions of economic growth change fundamentally gradually, the capital output ratio, population and total factor productivity decrease, which constantly weaken the basis of long term economic sustainable development, and push reforms to restructure economic momentum. On dealing with the relationship between government and market, perfecting the market system, improving resource distribution efficiency, the supply side structural reform should include key areas such as finance, taxation, price, state owned enterprises, land, social security, science and education, and investment. On the basis of distinguishing the reform’s macro economic impact, structural reforms which are conducive to the steady growth should be launched preferentially, followed by those reforms which have short term tightening effects but long term expansion effects, finally promote the complicated and sensitive reforms,in order to fully liberate and develop productive forces, and promote economic growth in medium and high speed.

This paper analyses the internal and external factors which influence the scale of industrial clusters. The internal factors include natural resources, social resources, government support, market capacity, and external investments, while the external factors consist of capital level, diligence degree of employees, and risk preference. Based on an extended Cellular Automata model, the article designs eight simulation tests, and uses Matlab to test the influence degree of those eight factors respectively. Results of the simulation illustrate that natural resources, risk preference, capital level, and diligence degree of employees have remarkable influences on the scale of industrial clusters, while the influences of other factors are not obvious. The results also verify the existence of optimal scale of industrial clusters, and the tendency of cluster scale ascends first and descends at last, which looks like an inverse U curve.

The Effects of Local Government Debt on Total Factor Productivity in China ——On the Driving Force of Local Government Debt Expansion: The Strong or the Weak
    ZHU Jun, KOU Fang-chao
JOURNAL OF HEBEI UNIVERSITY (Philosophy and Social Science)    2019, 44 (6): 80-92.   DOI: 10.3969/j.issn.1005-6378.2019.06.010
    Abstract532)      PDF(pc) (1419KB)(425)       Save
From the perspective of total factor productivity, this paper uses the ‘Solo margin rule to select the input variables, and the data envelopment method(DEA)is used to calculate the provincial total factor productivity(TFP)from 1998 to 2017. Furthermore, using the fully modified least squares estimation(FMOLS)method, this paper analyzes the impacts of local government debt expansion on total factor productivity. The empirical results show that although local governments can generate short-term effects of easing financial pressure by innovating various financing platforms, long-term local government debt expansion will have a significant negative effect on total factor productivity. Then, the driving force for the expansion of government debt is more from the ‘weak’ or the uneven development of the central and western regions, or the ‘stronger’ of the better developed eastern countries? The samples are regionalized based on regional heterogeneity considerations. This paper constructs a dynamic panel model with lag period, and further uses the system generalized moment estimation(SYS-GMM)to empirically analyze the degree of “contribution” of local government debt to government debt expansion in different regions. The empirical results show that the government debt expansion in China is more sensitive to the government in the western region than in the eastern and central regions.

Tan Ge writes Grand Stage, which shows that he is not restrained by the attitude of “Three Carriage”. He has a kind of beyond the political and utilitarian, secular, moral free, natural and unrestrained attitude to complete this successful novel. The author uses a new way of novel writing that is the narration with the writers’ comment. His wonderful comments, not only enhance the critical consciousness and the profundity of the writing’s thoughts, but also melt with the novel's narrative, like bridges which connect the past and the present, imagination and reality, so that readers follow the author’s thoughts freely. This is a successful attempt to innovate the style of the novel. In the character shaping, he focuses on the characters’ internal conflicts, to achieve the truth of characters’ heart and the depth of human nature, and to show the fate of the tragic characters.
