Abstract: The aim of Lao-tzu’s theory is to make the world peaceful with the theory of Dao. There are three essential meanings: firstly, powerfully criticizing and describing the harm caused by vulgar scholars and vulgar intelligence, and enlightening the rulers to imitate the nature to create an honest heart. Secondly, advocating the government to rule the country with “damage” instead of “wisdom”, and aiming at cultivating the true hearts of the public. Thirdly, reminding the rulers to practice by their own without saying any words. Behaviors and trustworthy should be paid more attention by the rulers and then by the public even to the whole country in order to return to the plain and extremely simple ideal society. Besides, the public are enabled to live in a natural, sincere and plain atmosphere of “Dao”.

Key words: Lao-tzu, making the world peaceful with “Dao”, valuing stupidity while underestimating wisdom, teaching without words
