Disaster relief is an indispensable public welfare service. In the Southern Song Dynasty Zhu Xi and some elite set up an official welfare granary, at the same time Wu brothers(Wu Shen &Wu Lun)of Nancheng County built a folk one with their large wealth, and subjected themselves to be supervised by the neighbors. In order to have the long-term maintenance,they also built a library to educate their descendants to abide by the principles of charity and credit and to avoid corruption, dishonest profits and non-action. A stele of the Southern Song revealed that the warehouse was burnt down by bandits from Fujian Province and the posterity of Wu Family rebuilt it to continue the charitable efforts. Zhu Xi, Lu You and Wang Sui all wrote articles to praise them for the warehouse to civilian and the library to children, and thought of them as models for the officials. The whole event was a valuable historical and cultural heritage with profound enlightenments.

Tianzhang Royal Institute which was established in the period of Song Zhenzong, was of the utmost importance among various Royal Institutes that stored the collected works of emperors, royal collections, and archives in the imperial palace of Song Dynasty. With painstaking management on the foundation of the huge collections of Tianzhang Royal Institute,during the period of Song Renzong,who set up some official positions such as the Clients, Serving Study, and held a series of political activities like the talk with emperors, holding court,the Classic Lecture. It became an essential part for the discussion of political affairs and the audience with the emperor in the inner court. At the beginning of the Southern Song Dynasty,Tianzhang Royal Institute was used to store the portraits of emperors and political archives after its reconstruction, due to the adjustment of the interior structure and functions in the inner court of the Southern Song Dynasty. New ceremonies were also established as a way of showing respect. Meanwhile,the official position of the Clients turned to be nominal in late Northern Song Dynasty; as a result, the official position of Tianzhang Royal Institute, which had been a kind of civil position holding real power, was merely an official title at the time. The establishment of Tianzhang Royal Institute and the evolution of its official positions and titles on the one hand indicate its special status among all Royal Institutes in Song Dynasty; on the other hand show the reform of the Royal Institutes in the inner court and the transformation of the Clients’ administrative function during Song Dynasty.

This paper demonstrated findings about loan words in Modern Chinese based on the statistic analysis of “Commonly Used Words List for HSK Test”(1992)as the sample. Taking 8 authoritative loan words studies like “Dictionary of Loan Words in Chinese” etc. as “identification proof”, adopting unified loan words classification and identification principles, and approaching from a broad loan word perspective, the research made an exhaustive identification of all possible etymology and borrowing style in the sample and sorted out 989 loan words. The paper described loan words distribution in terms of frequency level, etymology, part of speech, features of borrowing style, syllable / character number, etc.

Due to the compliers’ unfamiliarity with ancient texts and their biased understanding, there are serious problems in the usage of punctuations among the abundant citations of the first edition of Hanyu Da Zidian. A decade later, some errors have been corrected in the second edition, but there still remain the problems of the usage of punctuations. This paper classifies the errors in the usage of shuminghao in the revised edition into 7 categories and examines 33 examples to illustrate.

Liao Dynasty was the critical period in the formation of the phonological features of Chinese in Hebei Province, Beijing and Tianjin. Some features of Chinese in Liao Dynasty had been extracted from the Khitan texts, among of which were *pau>*pu, *chiang>*chang, and *ak/ok>*au/ou that existed as underlying layer in modern Chinese dialects in Hebei Province.

The translation quality of public signs in scenic spots is very important and needs to be improved. Based on the Eco-Translatology theories, the inappropriate translations of public signs in tourist attractions are analyzed and the “three-dimensional transformation” method is employed to instruct the translation of public signs in order to improve the translation and promote the development of tourism industry.

Social status and social relationship are given priority in a traditional social system which was governed by ethics, and that goes against the realization of social justice; by contrast, the Legalists are more rational because they think highly of objectivity and avoid subjectivity. However, with the interflow of both thoughts since Han Dynasty, the technical side of the Legalists overwhelmed its “true spirit”. This mainly shows: firstly, subjectivity gradually weakened objectivity in an ethics system and formed a tradition in which relationships are critical; secondly, the concept “Law” by Legalists degenerated into a tool for maintaining hierarchy; thirdly, the separation between right and duty, namely the situation in which some fully enjoy “the right without duty”, while the other carry out “obligations” without having the corresponding right. We have learned from history that we should not take a chance with humanity in governance and should hold the single base line and standard, in which “regulations” should be kept and respected. In today’s Chinese mainland, only that we hold a rational spirit and convert from a relationship society into a contract society, from country-oriented into individual-oriented, from power paramountcy into law paramountcy, could we succeed in transforming from governance by people to one that by law.

In the period of Kangxi and Qianlong in the Qing Dynasty, the annotations of “Eclectic”, “reference to ancient books of different meanings” were put forward on the basis of sorting out the ancient Confucian classics literatures. With “Sikuquanshuzongmu · Shijing” as the center, it is found that by the choice of diachronic text, in this period it was formed the prerequisite of eliminating Han and Song studies, but established the text of “Shijing” as the ontology, “harmony” as the forerunner, and “Eclectic” as Interpretation mode, which at the same time maintained full vigilance to the interpretation of the “Shijing” and the literary interpretation of “Shijing” thought.

The aim of Lao-tzu’s theory is to make the world peaceful with the theory of Dao. There are three essential meanings: firstly, powerfully criticizing and describing the harm caused by vulgar scholars and vulgar intelligence, and enlightening the rulers to imitate the nature to create an honest heart. Secondly, advocating the government to rule the country with “damage” instead of “wisdom”, and aiming at cultivating the true hearts of the public. Thirdly, reminding the rulers to practice by their own without saying any words. Behaviors and trustworthy should be paid more attention by the rulers and then by the public even to the whole country in order to return to the plain and extremely simple ideal society. Besides, the public are enabled to live in a natural, sincere and plain atmosphere of “Dao”.

There is a long history and splendid achievements in German music culture, the music education in German schools starts early and there are several times of important transforms in history. In early 19th, German schools’ music education was regarded as important ways and methods to achieve the normal education goal, that is, to educate by music; in the early 20th, German schools’ music education further constructed the scientific system of music courses, to achieve the aim of music by educating; contemporary Germany aims to build up colorful social music life, and as a necessary part, the school music education plays an important role, cognizing the world and self and perfecting the culture and life by music education. An old Chinese saying is that stones form other hills may serve to polish the jade of this one, so from the developing transmutation of German schools’ music education, we can find some inspirations for the reformation ways of our country’s school music education.

In recent years, the internationalization of higher education in Finland has shown a good development trend, which has become an important strategic means to improve the comprehensive national power and expand the international influence. The internationalization development of higher education is characterized by openness of radiation scope, diversified forms of cooperation, integration of operation and management, characteristic of running school mode, balance of input and output and strategic layout of policy, and provides a useful reference and enlightenment for the international development of China’s higher education.

The cultural cultivation and spatial planning of Xiong’an new district, should not only rely on the existing cultural resources, but go beyond the existing resource utilization pattern to release the existing path; with international view and world view of cultural innovation thinking, focus on the integration of culture and science and technology and high-end economic form, fit the new high-tech lead in industry cluster, high-end positioning, the implementation of science and technology pilot leading the cultural innovation of thinking path, use new information civilization to lift the construction of urban cultural space, and employ new forms of culture and cultural industry new forms to shape urban cultural scene and culture grade. The cultural space construction of Xiong’an new district should form effective docking with the capital culture, and co-construct and share the effective resource integration of capital cycle and the shape of city high-end diversified cultural taste.

The establishment of Hebei Xiong’an New District is “Millennium Plan,state Affair”to make our country modernalize and revitalize chinese nationality. To promote the contruction of Xiong’an New District, we need to unify our thinking, unite consensus, and strengthen the rdeological and behavioral consciousness of the construction; we need to cooridinate the plan and share to make the construction go smoothly; and we need to believe firmly and steadily push forward to struggle for the goals of the construction of New District.

Xiong’an New District, which is strategic cooperation of deepening Beijing-Tianjin-Hebei Integration, has good development conditions. The relationship between Xiong’an New District and Beijing is close. Xiong’an New District development is supported by Tianjin. The relationship between Xiong’an New District and Hebei is dependency. The relationships include functional,strategic,natural, and interest aspects. In order to promote the integration development of Xiong’an New District and Beijing, Tianjin and Hebei, the approaches for planning cooperation, industrial relocation and cooperation, park construction, infrastructure, functional platform should be explored. Measures such as planning, counterpart aid, system mechanism and so on should be taken.

The State-owned Capital Operating Budget, because of its small income and main usage for economic construction, leads to the non-resident biochemical tendencies of expenditure structure. But whether from the realistic perspective or theoretical perspective, increasing the people's livelihood expenditures of State-owned Capital Operating Budget at this stage can not only alleviate the social problems caused by the aging of the population, and by the state-owned capital income sharing, can help the construction of "service oriented government" in a better way. Through the analysis of scale and development level, this paper holds that although the livelihood public expenditure level of State-owned Capital Operating Budget has developed rapidly, the overall size is small, so it still has a great potential for development, and we can further increase the intensity of its livelihood spending. And the recent introduction of the "Social Security Fund Regulations" lays down that the social security fund is one of the sources of state-owned capital allocation, which provides an opportunity for the increasing of State-owned Capital Operating Budget livelihood expenditure.

Most of the green taxes in our country belong to local tax. Taking the local green taxation system as the research object, and through sorting out the main taxes of the local green tax system, this paper analyzes some problems existing in some tax categories and the whole system, thus to draw lessons from foreign experience and put forward suggestions on local green tax system in China. This paper can provide a reference for local government to perfect the green tax system, so as to realize the “double dividend” green tax.

The practice of classified personal income taxation mode in China indicates that this mode has met the need of government to raise revenue while reducing the tax cost in a certain period. However, with the improvement of the resident income level and the increasingly complex of income form, the malpractice of this mode gradually highlights which has affected the function of personal income tax. Based on the China’s national condition, the mixed taxation mode of comprehension and classification will not only reduce the difficulty of reform, but also enhance the adjustment function of personal income taxation to realize fair tax burden.

Cognition, adaptation and leading the new economic norm are the basic principles of China's current economic and social work. Tourism consumption plays a positive role in expanding domestic demand, promoting employment and people’s livelihood. Expanding the tourism consumption is an inevitable choice to adapt to the new normal of economy and facilitate the rapid and efficient development of tourism. And also this needs multi-generous force to help. To build the tourism consumption of public service environment actively, to boost industrial integration and innovation of tourism product and to enrich tourism “supply side” content and to guide overseas tourism consumption are the current focuses on expanding tourism consumption.

The promotion of innovation ability is necessary for regional economic development and industrial transformation. This article selects 14 indexes which affect the regional innovation environment based on provincial panel data from the year of 2008 to 2014. Through establishing factor analysis model, the paper obtains two main factors affecting innovation environment, which are called the fundamental supporting factor and the advancement promoting factor. Then we get the ranking of the 31 provinces by their comprehensive scores. Besides, based on quantitative analysis, we verify the influence of regional innovation environment, investment of R&D costs and human resource to the regional innovation ability measured by the number of patent licensing and pass the robust estimation. The results show that the wide difference between these provinces is not only because of investment of their R&D costs and human resource but also the innovation environment. Finally, based on the research above, some suggestions are put forward to enhance the regional innovation ability.

According to previous research results, the assumptions are proposed as the intrinsic link between college students’academic achievement, entrepreneurship competence, entrepreneurial self-efficacy and entrepreneurial atmosphere of the four and the interaction mechanism: on the empirical analysis of the questionnaire survey to collect data the final conclusion was drawn. The results confirmed that academic achievement has a positive effect on entrepreneurial competence; self-efficacy plays a mediator role between academic achievement and entrepreneurial competence; however, entrepreneurial atmosphere iis not a significant moderator. From the perspective of entrepreneurs' academic achievement, self efficacy and entrepreneurial atmosphere, this paper broadens the theoretical perspective for effectively improving the entrepreneurial ability of college students.

At present, the phenomenon of illegal use of scientific research funds in colleges and universities is quite common, and there are great disputes on the legal quality of the behavior in the theory field and practice field. Both of them are caused by the defects of our country’s scientific research funding management system. The system defects are mainly manifested in three aspects: initially, the budget of scientific research ignores the value of the researchers themselves; furthermore, there is a conflict between the research budget system and the basic characteristics of scientific research activities; finally, it is not possible to avoid the information asymmetry in the management of research funds’ auditing and reimbursement. So, we should add intellectual cost subject to the budget, establish professional guidance system of budget, expand the proportion of funding adjustments, and establish the multi-subject participation system. Only when the system defects are solved, is the punishment to the illegal use of funds fair.

On the basis of the international advanced experience, combining the demographic characteristics of Beijing-Tianjin-Hebei metropolis circle, this paper puts forward breaking ideas on population issues: strengthening institutional coordination to address population issues systematically; fostering City- Industry integration to promote Industry-led migration; keeping work-life balance level to improve the magnetic of Satellite towns; promoting the flow of the advanced elements driven by Beijing City Vice Center and Xiong’an New District; applying the economic lever to guide the population transfer with the ladder of life cost mode. This study could provide recommendations for capital decisions, so as to achieve the balance of labor mobility and regional capacity in Beijing-Tianjin-Hebei metropolis circle, and expand the study of population mobility issues in the labor intensive region.
