Abstract: The development of Chinas economy has shifted from high-speed growth phase to high-quality development phase. And it is necessary to build a high-quality development indicator system to accurately measure the current situation of economic development. Therefore, based on the connotation of high-quality development, this paper constructs a high-quality development index system consisting of six first-level indicators and 24 second-level indicators, and takes the economic data of Hebei Province from 2005 to 2016 as an example for empirical calculation. The results show that the overall economic development quality of Hebei Province grows wavily, and the development of each dimension is not balanced. Among them, the economic vitality and eco-friendliness these two dimensions continue to improve, while the three dimensions of innovation drive, structural optimization and improvement of peoples livelihood all experienced a decline, which became a short-term constraint to high-quality development.
