Abstract: In the field of cultural heritage,Germany has formed a normative protection system based on written legislation and supplemented by judicial precedents.The written legislation has achieved good legal effects in operation process,but there are also structural flaws and deficiency of content at institutional level.The related judicial precedent groups also play a key role in reality.It can not only supplement the interpretation of legal provisions,but also undertake the task of continuous creation and content innovation.The legal protection of German cultural heritage always follows certain logical clues to move forward,and presents the internal change trend of internationalization,Europeanization and denationalization.On the basis of German relevant experience and achievements,Heritage Protection Law in our country should be revised and improved in terms of legislative concepts,legislative models,formal structures,and institutional contents.
