Abstract: During the Anti-Japanese war,the village elections and village political power construction in Shanxi-Chahaer-Hebei border region provided a practical stage for various classes in rural society to express or conceal their political demands and interests.The Communist Party of China,village cadres,and the public have played different roles on the stage of rural democratic politics.In this process,the Party and government of Shanxi-Chahaer-Hebei border region reformed the organizational structure of village political power,weakened the influence of landlords and wealthy peasants on rural power,trained and cultivated a rural cadre team with poor and lower-middle peasants as the main body,and promoted the transformation of public behavior and thinking methods.It laid a solid foundation for the victory of the Anti-Japanese war and even for the development of rural society after the founding of New China.
