Abstract: Different from the traditional productive forces with factor input as the main driving force,the new quality productive forces are advanced productive forces dominated by scientific and technological innovation,reflecting the new development concept and meeting the new development requirements.Accelerating the development of new quality productive forces is of great significance to consolidating high-quality development achievements and promoting high-quality development process.Focusing on the key elements and core characteristics of the formation of new quality productivity,scientific and accurate force is the essential requirement of financial service national governance.Based on the systematic explanation of the connotation and characteristics of new quality productivity,and based on the core characteristics of the formation of new quality productivity,this paper discusses and analyzes the internal logic and realization path of financial empowerment for R&D innovation and technological application to accelerate the development of new quality productivity from the perspective of innovation value chain.At the same time,based on the differences in industrial foundation,resource endowment and scientific research conditions in different regions of China and the systematic requirements for the development of new quality productivity,it is proposed that a comprehensive and systematic financial empowerment plan should be formulated according to local conditions.It provides policy enlightenment for accelerating the development of new quality productivity in the new era.
