The policy logic of new quality productive forces can only be deeply understood in the context of “the New Era of Socialism with Chinese Characteristics and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era”.By reviewing the development policy system of the 19th National Congress of CPC,especially the long-term goals of “achieving basic modernization by 2035” and “building a modern strong country in all respects by 2050”,we can understand the systematic transformation of the economic foundation from a modernized economic system to a modernized industrial system and then to a new quality productive forces.This theoretically solves the driving force problem for promoting the Chinese-style economic modernization and building a great modern country in all respects through high-quality development.The policy system includes five aspects:building a high-standard socialist market economy,developing new quality productivity according to local conditions,improving total factor productivity,promoting faster growth of new quality productivity in state-owned sectors,and promoting private economy to focus on new quality productivity.

Different from the traditional productive forces with factor input as the main driving force,the new quality productive forces are advanced productive forces dominated by scientific and technological innovation,reflecting the new development concept and meeting the new development requirements.Accelerating the development of new quality productive forces is of great significance to consolidating high-quality development achievements and promoting high-quality development process.Focusing on the key elements and core characteristics of the formation of new quality productivity,scientific and accurate force is the essential requirement of financial service national governance.Based on the systematic explanation of the connotation and characteristics of new quality productivity,and based on the core characteristics of the formation of new quality productivity,this paper discusses and analyzes the internal logic and realization path of financial empowerment for R&D innovation and technological application to accelerate the development of new quality productivity from the perspective of innovation value chain.At the same time,based on the differences in industrial foundation,resource endowment and scientific research conditions in different regions of China and the systematic requirements for the development of new quality productivity,it is proposed that a comprehensive and systematic financial empowerment plan should be formulated according to local conditions.It provides policy enlightenment for accelerating the development of new quality productivity in the new era.

New quality productive forces signify a qualitative leap from traditional productive forces,and the development of new quality productive forces serve as a crucial driver for Chinas path to modernization and the fundamental orientation of agricultural and rural development.From the perspectives of technological revolutionary breakthroughs,innovative allocation of production factors,and deep industrial transformation and upgrading,it is found that there is an inherent coupling between the integration of rural three industries and the development of new quality productive forces.Therefore,it is necessary to re-examine the key problems of three industries integration based on the intelligent,green and high-end goals emphasized by the development of new quality productive forces to set a new target framework for the integration of the three industries.With regard to the intelligence goal,the insufficient application of number digital technology and the lack of number digital talents indicate that the integration of three industries has not yet realized intelligence.With regard to the green goal,there are still environmental pollution problems in the process of the integration of three industries,and the green value concept and production skills of business entities are insufficient.With regard to the high-end goal,the integration method of the integration of three industries needs to be improved and upgraded,the added value of products needs to be improved,and there is still a gap between the practice of the integration of three industries and the high-end goal.Based on these,with the development of new quatity quatity productivity as the overall direction this paper proposes an innovative development path for the integration of the three industries driven by intelligence,a sustainable development path revolutionized by greenness,and a high-quality development path led by high-end development.

Digital capitalism fully applies digital technology to the entire process of capital growth,causing digital technology to deviate from the track of representing the essential power of human beings.Instead,it uses hidden narratives to maintain the operating logic of capital,defend the political essence of capital,and promote the proliferation of capital.Insights into how digital capitalism “kidnaps” digital technology with the logic of capital,turning it into a tool to reorganize production,transfer value,hide labor,and serve the logic of capital proliferation,are important issues in todays critique of digital capitalism.The progress of science and technology and the prosperity of civilization in the logic of digital capitalism are subject to the control characteristics,exploitative attributes and political nature of digital capital,it has given rise to important social and existential problems such as “the freedom of being unfree”,“the innovative of being non-innovative”,and “the personalized of being non-personalized” of labor in the digital age.Digital capitalism follows the unique logic of capital and innovates the model of capital proliferation,value transfer and life customization,which uses highly developed science and technology to cover up the hidden capital logic behind digital civilization on the new coercion of labor,the hidden transfer of value,and the life discipline of individuals.Therefore,in the face of the fact that digital technology drives the proliferation of capital in the digital age,only by analyzing the hidden logic of digital capitalism with historical materialism can digital technology become a realistic force that promotes the free and comprehensive development of human beings.

The combination of capital logic and digital technology has further intensified the problem of alienation in intersubjective communication in digital capitalist society,presenting new manifestations such as virtualization of communication subjects,fragmentation of communication forms,and visualization of communication relationships.This is the practical consequence of the capitalist mode of production incorporating the process of communication between subjects into the process of capital proliferation,which to some extent results in the communication between people being masked by the communication between data,and people being further instrumentalized under the domination of capital.The principle of data sharing in the construction of digital socialism provides an ideal paradigm for breaking the alienation of digital capitalist communication,but it has significant limitations in practice that cannot be ignored.Therefore,we still need to return to Marxs principles of political economy and explore the fundamental principles of breaking capital rule,maintaining the healthy development of digital technology,and solving the alienation of digital capitalist communication.

Digital imperialism is in a state of development and change.From the perspective of primitive accumulation and capital accumulation,the evolution and expansion of imperialism has gone through a process of transformation from primitive accumulation to capital accumulation,with the use of non-economic means gradually transforming into the establishment of economic hegemony.The same is true for digital imperialism,which,in its early stages,mainly uses the power of technology itself,supplemented by political and military force,to achieve social digitization,digitization,and digital capitalization in underdeveloped countries,and to complete the primitive accumulation of data.After that,digital imperialism can realize its total domination and control over the world through the digital platform and the logic of capital accumulation.This demonstrates the different characteristics of digital imperialism at different stages of its evolution and expansion.

During the reign of Emperor Renzong,when the politics of the scholar-officials was fully established,Zhao Bian,who had long served as a local official,entered the court as a Palace Censor.Following the institutional construction during Emperor Zhenzongs reign,the Censors and Remonstrance Officials of the Song Dynasty transitioned from nominal positions with mere titles to ones actively exercising their supervisory functions.From then on,the Censors and Remonstrance Officials,collectively known as “Taijian”,played a significant role in the history of the Song Dynasty.The scholar-official politics greatly stimulated a sense of responsibility among many intellectuals.In the relatively normal state where there was no intense party struggle,the words and actions of the Taijian also enabled the feedback function of the supervisory system to operate normally.Zhao Bians extensive submission of memorials during his two-year tenure as a Censor serves as clear evidence of this.Beyond general criticisms of state affairs,Zhao Bians most notable contribution as the “Iron-faced Censor” was his fierce opposition to influential ministers such as Chancellor Chen Zhizhong.The significance of Zhao Bians conduct lies not only in his personal integrity but also in his embodiment of the positive qualities of scholar-officials in the Song Dynasty.His actions reflect the spirit of responsibility that traditional Chinese intellectuals bore,shaped by the convergence of Confucian thought and the political environment of the scholar-officials.

Kai Ping Si Ji,which was written by Yuan Jue,was one of the representative works of Shang Jing Ji Xing Poetry in the Yuan dynasty.It came from Yuan Jues four experiences of accompanying the Emperor Renzong and Yingzong to Xanadu.Unlike the common Shang Jing Ji Xing Poetry which focused on describing local conditions and customs,Yuan Jues writing focused on using literature as a medium to showcase individual feelings of natural time changes and historical time changes.It also implied the changing times as well as his different emotions while breaking through a stereotyped writing way of Shang Jing Ji Xing Poetry.On the one hand,Kai Ping Si Ji was given a fluid meaning of time through unceasing conversation with Yuan Jue himself, others,and nature.On the other hand,co-editing these works in his late years also endowed Kai Ping Si Ji with particular historical value and demonstrated Yuan Jues profound consciousness as a historian.

The debate on whether and how to protect AI-generated content is essentially a discussion of how to harmonize established interests.To resolve the conflict of interests brought about by AI-generated content,it is necessary to start from the underlying logic of the operation of AI,and to examine the conditions of protection under the copyright law with the analysis of interests as the main line.Artificial intelligence-generated content meets the protection requirements of broad neighboring rights.Existing neighboring rights system cannot provide protection for AI-generated content.The system of neighboring rights shall be expanded to a certain extent,and it is appropriate to establish a new “users right to generate information”,taking into account the characteristics of the content generated by artificial intelligence and the interests associated with it.It needs to be clarified in terms of the subject of the right,the specific conditions of protection,and the limitations on the exercise of the right.

The Biological Weapons Convention(BWC)suffers from the lack of a multilateral verification mechanism resulting in inadequate enforcement,which creates the risk of misuse by individuals who conduct biotechnology research to weaponize it.In addition,international terrorist organizations and multinational pharmaceutical companies are also likely to manufacture or use various biological weapons to endanger the biosecurity of human society.In order to solve this problem,international conventions such as The Convention against Torture and The Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation can be considered.By establishing universal jurisdiction through international conventions,biological weapons crimes can be regarded as an international crime to prosecute individuals with corresponding criminal responsibility,so as to more effectively deter and sanction the perpetrators of biological weapons crimes.This requires our country not only to actively promote the drafting and entry into force of the relevant conventions,but also to improve our Biosafety Law and Criminal Law to make them have extraterritorial application effectiveness.

The national strategic scientific and technological strength is an important component of the national innovation system.Based on the overlap theory,synergy theory and expansion theory in the niche theory,this paper analyzes the ecological niche of national strategic scientific and technological strength in the cultivation of innovative talents.It is found that different subjects in national strategic scientific and technological strength have their own characteristics and advantages.In view of this,the national strategic scientific and technological strength should actively build the appropriate dislocation mechanism,collaborative mechanism and expansion mechanism among the core subjects,and improve the quality of innovative talent training by highlighting the advantages of each training subject,strengthening the collaborative cooperation between the training subjects and absorbing training resources in an all-round way.

Understanding the new quality productive forces in the era of digital intelligence,we should base ourselves on Marx’s theory of material production and grasp it from three dimensions.From the perspective of labor,we know that the characteristics of workers,the patterns of labor materials and the scope of labor objects have a new leap in the basic elements of digital intelligence empowering new quality productivity forces.From the perspective of production,we can understand the integration of data and reality to achieve the agglomeration and upgrading of industrial digitization to digital industrialization.With the support of digital technology,we can enhance the digital environment,tap into data resources,and leverage the economic driving effect of “artificial intelligence+” to explore innovative space for new quality productivity.From the perspective of value,the development of new quality productive forces in the era of digital intelligence highlights the superiority of the socialist system,leads the construction of China’s independent knowledge system, and innovates Marx’s theory of material production.
