摘要: 日本的COE计划是日本文部省为建设高水平的研究基地,融合政产学研高度合作,实现高校人才培养、科学研究和社会服务三大职能有机结合的创新之举。COE计划历经20余载,三次修订,在学术导向、学科项目建设、全球化资源运用、公正评估考核等方面形成了卓有成效的体制构建,为我国在双一流建设背景下高校转型的政策支持策略研究提供了有益启示。

Abstract: Japans COE program is an innovative move for the Ministry of Culture to build a high-level research base, integrate government, industry, university and research, and realize the organic combination of three major functions of university personnel training, scientific research and social services. After more than 20 years and three revisions, COE has formed an effective system in academic orientation, discipline project construction, global resource utilization, fair evaluation, which provides useful inspiration for the policy support strategy research of University Transformation under the background of double-class construction in China.
