摘要/Abstract

摘要： 雄安新区具有较好的开发条件,是国家深入推进京津冀协同发展的重大战略举措。雄安新区分别与北京、天津和河北存在五个“离不开”的关系,四个“需要支持”的关系和“两核心、两发展”的关系。这些关系客观地刻画出雄安新区与京津冀的功能联系、战略联系、天然联系和利益联系。为了更好地促进雄安新区与京、津及河北其他地区的高水平融合发展,下一步要从规划引导、产业转移协作、园区合作共建、基础设施网络互联互通、功能平台合作共享等方面探索可行的合作途径,同时也要在编制规划、对口援建、体制机制创新等方面采取必要的措施。

Abstract: Xiong’an New District, which is strategic cooperation of deepening Beijing-Tianjin-Hebei Integration, has good development conditions. The relationship between Xiong’an New District and Beijing is close. Xiong’an New District development is supported by Tianjin. The relationship between Xiong’an New District and Hebei is dependency. The relationships include functional,strategic,natural, and interest aspects. In order to promote the integration development of Xiong’an New District and Beijing, Tianjin and Hebei, the approaches for planning cooperation, industrial relocation and cooperation, park construction, infrastructure, functional platform should be explored. Measures such as planning, counterpart aid, system mechanism and so on should be taken.
