摘要/Abstract

摘要： “土特产”开发是最能发挥农业农村农民优势的地域特色产业发展模式,也是推进乡村全面振兴的着力点。从理论维度分析,“土特产”通过产业效益实现、生态价值转化、文化资本再生产、组织创新驱动与人力资本增值五维功能传导路径,构建指向乡村全面振兴的正向价值传导体系。针对当前“土特产”发展面临的产业转型要素配置失衡与制度性阻滞并存、生态资源约束与产业规模扩张形成二元张力、文化异化致使产业升级受阻、组织治理效能低下以及人力资源供给与产业需求错配等多维脱耦困境。本研究提出打造全产业链发展模式以提升产业效能,构建生态友好型产业格局,破解资源约束,创新文化资本活态转化形式实现价值跃迁,强化多元主体合作联结机制并搭建多层次人才支撑体系的整体优化路径,从而推动“土特产”从单一经济功能向乡村全面振兴载体的范式转换。

Abstract: Local specialties are the most effective model for developing regional characteristic industries that leverage the advantages of agriculture,rural areas,and farmers,and they are also a powerful starting point for promoting Comprehensive rural revitalization.From a theoretical perspective,local specialties achieve a positive value transmission system aimed at comprehensive rural revitalization through five-dimensional functional transmission paths:realizing industrial benefits,transforming ecological value,reproducing cultural capital,driving organizational innovation,and increasing human capital value.In response to the multi-dimensional decoupling predicaments currently faced by the development of local specialties,such as the coexistence of unbalanced factor allocation and institutional bottlenecks in industrial transformation,the dual tension between ecological resource constraints and industrial scale expansion,the hindrance to industrial upgrading caused by cultural alienation,the low efficiency of organizational governance,and the mismatch between human resource supply and industrial demand,this study proposes an overall optimization path of building a full industrial chain development model to enhance industrial efficiency,establishing an eco-friendly industrial pattern to break through resource constraints,innovating the dynamic transformation forms of cultural capital to achieve value leap,strengthening the multi-subject cooperative connection mechanism and building a multi-level talent support system,thereby promoting the paradigm shift of local specialties from a single economic function to a carrier for comprehensive rural revitalization.
