Abstract: Administrative normative documents play an important role in implementing policies and legislation.The governments filing and review process has not effectively supervised administrative normative documents,resulting in violations of legal uniformity and harm to citizens rights in practice.By analyzing the findings from 120 reports on the governments filing and review of administrative normative documents,it is clear that the filing(document drafting)agency is a major obstacle affecting the quality and effectiveness of the governments filing and review process.Applying principles from organizational sociology and introducing concepts like attention allocation,incentive mechanisms,and authority,it has been discovered that central government orders significantly influence the attention allocation of filing review agencies,that incentive mechanisms are critical for aligning filing review work with organizational goals,and that professional authority is a core element in achieving substantive filing reviews.Therefore,in order to enhance the quality and effectiveness of the filing review work,it is necessary to establish a collaborative mechanism among normative filing(document drafting)agencies,filing review agencies,and filing review supervision agencies.This includes the establishment of an intervention mechanism in the drafting process,where the normative document filing agency invites the filing review agency to participate in the document drafting;a hierarchical review process,establishing different levels of review mechanisms within the filing review agency;and a filing review supervision mechanism that integrates supervision into the entire process of normative document drafting and filing review.
