Abstract: Disaster relief is an indispensable public welfare service. In the Southern Song Dynasty Zhu Xi and some elite set up an official welfare granary, at the same time Wu brothers(Wu Shen &Wu Lun)of Nancheng County built a folk one with their large wealth, and subjected themselves to be supervised by the neighbors. In order to have the long-term maintenance, they also built a library to educate their descendants to abide by the principles of charity and credit and to avoid corruption, dishonest profits and non-action. A stele of the Southern Song revealed that the warehouse was burnt down by bandits from Fujian Province and the posterity of Wu Family rebuilt it to continue the charitable efforts. Zhu Xi, Lu You and Wang Sui all wrote articles to praise them for the warehouse to civilian and the library to children, and thought of them as models for the officials. The whole event was a valuable historical and cultural heritage with profound enlightenments.
