Abstract: With 25 years of development, the level of network law of our country has made a great achievement. However, the construction of internet law governance is still at the elementary level at present.There are still prominent problems in internet law, such as “the relatively low level of legislative subject, the relatively weak protection of rights at legislative purpose, the relatively inconsistent legislative content and the hysteresis of legislative prescription”.
