During the years of Dazhong Xiangfu of the Song Dynasty, the Emperor Zhenzong conducted the coming of Tianshu and Eastern and Western sacrifices, which were not to purge shame, not to prove the legitimacy, rationality and authority of Zhao Song Emperors power, and not to strengthen ideology or build spiritual beliefs of an ideological movement. These actions of Zhenzong are a means to solve the crisis of his own rule. From the beginning of Taizongs reign to his son, there was a hidden crisis in the rule of Song Dynasty. After the succession of Zhenzong, the crisis did not end, but deepened with the death of Zhenzongs sons and the conclusion of Weiyuan and alliance. In order to solve this crisis, Zhenzong and Wang Qinruo planned a farce about the coming of Tianshu, offering sacrifices to the East and the West, and pretending to be the sage ancestors. In the third year of Dazhong Xiangfu, and after Zhenzong had another son, the ruling crisis was finally solved, but it brought the Song government a bad political impact and a heavy economic burden, resulting in financial imbalance, anger and resentment, loss of peoples hearts, and ultimately contributed to the situation of poverty and weakness in the Northern Song Dynasty.

In the early Northern Song Dynasty, the two monarchs, Taizu and Taizong, took a series of measures to solve the problem of feudal towns, among which the most important was the policy of “Abolishing Prefectures” and “Directly Affiliated to Central Government”. The implementation of the two policies was carried out step by step, and they were carried out simultaneously with the removal of the general of imperial guard, and there was a certain degree of contingency. The implementation of the two policies focused on the “Special Reporting Power” of secretariat of the county, which was related to Jin Zou Yuan set up by military governors in the capital and related to the transmission of information between the central and local governments. In addition, the policies of “Abolishing prefectures” and “Directly Affiliated to Central Government” pursued by Taizu and Taizong were based on the system of the Five Dynasties, not just after the establishment of the Northern Song Dynasty. The implementation of these policies eventually made the military governors and Khroms become nominal titles.

Su Xuelin has studied the concept, origin and extension of “ninth heaven” in The Songs of Chu from the perspectives of natural philosophy and mythology with methods of comparative study. According to her basic contentions in “foreign culture theory” for the study of The Songs of Chu, Su Xuelin believes that the concept of “ninth heaven” derived from Aristotles theories on celestial bodies, was imported to China during the period of Qu Yuan, and later evolved into the nine-stratum mythological system in Chinas mythology. Su Xuelin has conducted a comparative study between Chinese and foreign cultures on the nine-stratum mythological system in The Songs of Chu in an attempt to construct “Chinas Mythological System”. Su Xuelins study of the mythologies in The Songs of Chu has certain cultural significance for Chinas mythology; at the same time, Su Xuelin has interpreted The Songs of Chu with foreign cultures, which is of great inspirational significance to expand the cross-culture study of The Songs of Chu and the open-label research perspective of Chinese culture.

In the middle and late Tang Dynasty, ancient prose and parallel prose once again entered a period of changing roles. Li Shangyin started with ancient prose but earned a living by parallel prose. His writing experience of ancient prose had the merits of early education and was influenced by the micro-factors of the trend of ancient prose in late Tang Dynasty. The experience of changing parallel prose from ancient prose was the embodiment of Lishangyins stylistic view of respecting ancient prose and supplementing parallel prose.

Even though Zhu Xis Filial Piety had a dominant influence during the Song and Ming Dynasties, Huang Daozhou had tried to refute and correct the former viewpoints. Daozhou believed that Filial Piety was the foundation of the Six Classics and it was an outline of governance; He affirmed the authority and integrity of the text of Filial Piety, and believed it recorded the words of Confucius. He insisted Filial Piety should not be divided into two departs of Jing and Zhuan and tried to restored the original appearance of Filial Piety. He also explained the meaning of Yanfupeitian and highlighted the universality and transcendence of filial piety. Huang Daozhous Filial Piety was highly respected by later generations, which became a peak of the study of Filial Piety in the Ming Dynasty.

Collaboratively promoting the environmental protection industry with both eco-environmental protection and economic development is an important aspect of the implementation of the national strategy for the coordinated development of Beijing-Tianjin-Hebei. At this stage, Beijing-Tianjin-Hebei has reached a consensus on the coordinated promotion of the environmental protection industry. While affirming that Beijing, Tianjin and Hebei have provided strong support for the coordinated promotion of the Beijing-Tianjin-Hebei environmental protection industry through policy support, technological innovation and increased capital investment, it should be more sensitive to find the unfavorable factors that hinder the coordinated promotion of the Beijing-Tianjin-Hebei environmental protection industry. These factors include poor correlation, insufficient complementarity, low concentration, weak scale, unsound policies and regulations, and lack of rigid restraint mechanisms. At the same time, we should aim at establishing a comprehensive and practical network of legal protection mechanism from the aspects of collaborative planning legal mechanism, docking and benchmarking legal mechanism, scientific and technological innovation legal mechanism, investment and financing legal mechanism and information sharing legal mechanism.

The deepening of the Beijing-Tianjin-Hebei coordinated development strategy should gradually shift from policy guidance to legislative norms. Through the joint efforts of the peoples congresses and the standing committees of Beijing, Tianjin and Hebei, a collaborative legislative model has been preliminarily formed, namely, “study on the joint sessions of the standing committees of the peoples congresses of the three places and approval by the chairmans meetings of the standing committees of the peoples congresses of the three places”, a comparative system of collaborative legislation mechanism and procedures was established, and they have also formulated the regulatory documents on collaborative legislation and implemented a number of collaborative legislative projects. Historic breakthroughs and progress have been made. At the same time, it also faces such problems as the difference in understanding “synergy”, the pending breakthrough of legislation in key areas, the single source of legislative projects, the lack of rigid constraint mechanism, the quality improvement and quantity control of regional collaborative legislation, etc. We should develop from three levels such as the historical point of view, the correct understanding of “regional synergy” information as the backing, give full play to the advantages and expand public participation in legislation think-tank, establish the standardization of Beijing-Tianjin-Hebei region specification and accountability mechanism, mobilize all social forces to jointly promote the perfection of legal system and implementation, and promote deep, high level of integration of the Beijing-Tianjin-Hebei region.

Beijing-Tianjin-Hebei urban agglomeration is an important population agglomeration area and economic growth pole in China. How to promote the formation of a reasonable functional spatial distribution of urban agglomeration is the key to build a world-class urban agglomeration with the capital as the core. Aiming at the unbalance phenomenon of functional spatial disorder, contradiction between economic function and ecological function, and mismatch between industrial function and urban function of Beijing-Tianjin-Hebei urban agglomeration, this paper constructs the functional spatial state index of Beijing-Tianjin-Hebei urban agglomeration, measures and expresses the unbalanced state, and puts forward that the optimization of functional structure should lead to the optimization of spatial structure and the construction of rational functional structure. Systematic measures, such as strengthening the functions of cities and towns, and strengthening the system guarantee, are taken to solve the problems of unbalanced time sequence and space of the functional structure of Beijing-Tianjin-Hebei urban agglomeration.

Poverty alleviation is the internal requirement for the coordinated development of Beijing-Tianjin-Hebei, and it is also an important content for Hebei to strengthen its weak points and accelerate the realization of regional coordinated development. Overall, financial poverty alleviation in Hebei Province has achieved remarkable results in policy formulation and path selection. However, there are also some problems, such as the lack of coordination of regional financial poverty alleviation, the weak quality of rural poor areas and the poor financial ecological environment. With the coordinated development of Beijing-Tianjin-Hebei, and the goal of eliminating poverty in Beijing, Tianjin and Hebei as the national development strategy and the grand goal of 2020, Hebei Province should give full play to the advantages of Beijing-Tianjin-Hebei coordinated development. We will further improve the model and mechanism of targeted financial poverty alleviation, and improve rural financial ecological environment. In particular, we should pay attention to the long-term mechanism of financial poverty alleviation.

The coordinated development between port logistics and the hinterland economy is an objective requirement of regional economic and social development. This paper gives a compound information empowerment method to calculate the weight of the index, and establishes an evaluation model of the synergistic development of port logistics and hinterland economy based on weighted composite information. Based on the sample data from 2006 to 2016, an empirical analysis of the synergism of Tangshan port and hinterland economy is carried out. The results of the study showed that the degree of orderliness of the various subsystems of the port logistics and hinterland economy and the comprehensive synergy have continued to increase, and the improvement of comprehensive synergy depends on a common increase in the orderliness of the various subsystems. Finally, from the policy support, port fixed assets investment,hinterland economic development, logistics information constructionand other aspects, we put forward suggestions for promoting coordinated development of port logistics and hinterland economy.

On the basis of reviewing and summarizing the basic connotation, practical experience and lessons of China’s “going out” strategy, this paper analyzes the new environment, new opportunities and inevitably new challenges brought by the “One Belt and One Road” Initiative in the new era for Chinese enterprises. Using transnational data and the multidimensional index system of psychic distance from Dow and Karunaratna, this paper constructs the psychic distance index with time-varying and directionality by modifying the index construction method proposed by Kought and Singh. It then adopts 40 actual FDI(Foreign Direct Investment)data of country parts and the extended investment gravity model to empirically test the impact of psychic distance on FDI location choices. The empirical analysis shows that psychic distance has a significantly negative impact on the FDI location choice. It is suggested that countries should strengthen mutual exchange and understanding in terms of language, religious beliefs, culture, degree of education and degree of industrial development in order to narrow psychic distance and to promote FDI. And thus, it can help to promote world economic growth and globalization.

Tax share reform has strengthened fiscal centralization. In order to keep local fiscal equalization, central government offers a huge amount of fiscal transfer to local governments. Based on the panel data of fiscal surplus among 31 provinces from 1994 to 2015, this paper examines the effect of fiscal transfer from central government on local fiscal reserves. The results show that central fiscal transfer has significantly positive effect on the growth of local fiscal surplus, and central transfer payment has significantly increased the scale of local fiscal surplus. One RMB of fiscal transfer will produce 0.05~0.1 RMB increase in fiscal surplus. As the main form of program system, the special-purpose fiscal transfer has much stronger expansive effects on local fiscal surplus.

From the perspective of the balance between intergovernmental powers and expenditure responsibilities in the process of targeted poverty alleviation, we can find that the poverty alleviation powers of the governments at all levels is not clearly defined, especially for governmental crossing targeted poverty alleviation powers, so fiscal expenditure responsibilities are equated with poverty alleviation powers promiscuously. And then in the horizontal and vertical dimensions of the functional departments of the central government as well as governments at the central and provincial levels and below, there exists incompatibility between powers and the fiscal expenditure responsibilities in the process of targeted poverty alleviation. In order to ensure the effectiveness of targeted poverty alleviation strategy in China, the governments should make proper function on targeted poverty alleviation, and establish a fiscal system in which the powers of poverty alleviation is matched with the fiscal expenditure responsibilities at the horizontal level of each functional departments of the central government and the vertical level of the central and local governments.

Since the reform and opening policy, poverty alleviation work of China has achieved remarkable results, and the results of poverty reduction have been widely recognized around the world. During the 40 years of poverty alleviation, China has experienced five stages of development: relief development, large-scale poverty alleviation and development, seven-year priority poverty alleviation, poverty alleviation and development focusing on poor villages, and accurate poverty alleviation and development. Among them, accurate poverty alleviation and development stage is the most effective. Accurate poverty alleviation is based on the characteristics of the poverty-stricken areas and the poverty-stricken population in our country at the present stage, and combined with the current situation in our country, it effectively solves the problem that reduces the efficiency of poverty alleviation in our country. Despite the achievements of “national health insurance” in China, the urban-rural gap and unfairness of health insurance reduced the institutional guarantee effect. Promoting the integration of urban and rural residents basic medical insurance system is an effective way to achieve fairness in medical insurance, and it is the concentrated reflection of fairness in rights, opportunities and rules. In practice, the integration of urban and rural residents basic medical insurance system has improved the fairness of the insured and medical resources, including expanding coverage, achieving unity, improving security ability, and promoting the equalization of medical resources. At the same time, however, since the payment and treatment of the sub-files does not reflect the true fairness, there are still some problems of insufficient fairness in the integration process of the urban and rural residents basic medical insurance system. Therefore, it is necessary to further promote the “fair health insurance” from the perspective of promoting substantive equity, balancing the allocation of medical resources, and improving the standard of overall planning.

The development of elderly care service industry aims at improving service quality for older people. This paper, taking them as the research object, evaluates home-based community care service quality based on the SERVQUAL model. In view of the present situation of the low quality of this service, the research uses factor analysis and ordinal multiple logistic regression to explore its influencing factors from five dimensions including system, economy, technology, personnel and individuals. The paper also puts forward measures from policy support, the management level, subsidy, old-age pensions for retirees, information technology support system and professional level of staff to improve the quality of home-based community care service.

Active aging is an important strategic idea to deal with the challenges of an aging society. To achieve the goal of active aging, it is necessary to take the government as the leading role, and reconstruct the existing public policy system. The existing researches are mostly devoted to the study of public policy choices in response to an aging society. However, they fail to notice the realization of basic social rights of the elderly such as health, participation and security, needs adequate and sustainable public finance capability. In the subsequent research, it is necessary to integrate the existing public policies in local areas and specific links into the analysis framework of the whole fiscal and taxation system from the comprehensive perspective of public finance and public policy, so as to enhance the systematicness, pertinence and feasibility of Chinas old-related public policies, and enable the formulation and implementation of policies to be organically integrated with the sustainable development of social economy and coordinated development.
