Abstract: Charitable trust is basic mode for modern charities which can bring market force and social resource into play as a powerful tool. However，Trust Act of PRC in 2001 cannot satisfy the development of charitable trust，besides the conception is not proper. Charities Act of PRC makes a special chapter for charitable trust after several debates.Taking Charities Act as a start，the complementary legislation for charitable trust should be focused.On the basis of idea and principle of Charities Act，the law system of charitable trust should be constructed and improved further，from identification standard，supervision division，rights and obligations or qualification of the parties，and supporting policy and so on，to promote the scientific and operational mechanism of the specific system，and promote the sustained and healthy development of Chinas charitable trust.
