The system of Ministry of Justice (Xingbu) in Song Dynasty inherited from Sui and Tang Dynasties. During Song Dynasty, the functional changes of the Ministry could be divided into two stages:in the early Northern Song Dynasty, the power of the Ministry was deprived by the Punishment Reviewing Office (Shenxinyuan) and the Bureau of Judicial Investigation for the Capital (Jiuchazaijingxingyusi), though the Minstry was not a hollowed out shell as its judicial power to exonerate death row inmates and its duties such as reemploying officers according to the order of pardon remained. Among the four central judicial institutions, the Ministry was responsible for reviewing death penalty; meantime, the Court of Judicial Review (Dalisi) was the highest judicial organization, the Punishment Reviewing Office reviewed the case after the judgement of the Court of Judicial Review, and the Censorate (Yushitai) was the highest judicial supervisory organization. In the 5th year of Yuanfeng, the newly bureaucratic system was promulgated, which indicated the strengthen of the Emperor centred centralization in legal political area in Song Dynasty. The system stipulated the Minister (Shangshu), Vice Minister (Shilang), the Directors (Langzhong) and Vice Directors (Yuanwailang) of the Bureau of Punishments (Xingbusi), the Criminal Administration Bureau (Duguansi), the Bureau of Review (Bibusi) and the Transit Authorization Bureau (Simensi) which were belonged to the Ministry of Justice reinstated their former responsibilities dealing with criminal laws, lawsuits, reporting inextricable cases, absolution and remission, and reemploying officers. After the restructuring, the Court of Judicial Review and the Ministry of Justice were the only two central judicial institutions while the Censorate remained a supervisory organization. Every submitting case should be judged by the Court of Judicial Review, discussed by the Ministry of Justice, presented to the State Councilor (Zaizhi), and decided by the Emperor, which established a criminal trial system of the Song Dynasty.

The Southern Song Dynasty was based in Jiangnan，and the defense on the Yangtze River became a critical matter of national safety.The Southern Song Dynasty established a defense system against the Jin Dynasty incorporating the defense on the Yangtze River as the last and most crucial defense，the war zones of Chuan Shan， Jing Xiang， and the defense on the Huai River as the outer defense.An army specialized in the defense of the Yangtze River and a multi tiered system of fortification on the Yangtze River were also established. Southern Song Dynasty’s defense system on the Yangtze River was proven effective in the defense of the Jin Dynasty and the crackdown on the rebel forces pillaging on the river， but it was defective that the lower reaches were well guarded while the upper reaches were not， and it resulted in the breach of defense by the Mongolian forces at E’zhou，and consequently accelerated the demise of the Southern Song Dynasty.

It is important to understand the definition and legal system of charity organization which is the important guarantee for the implementation of the law of charity.The charity law makes a definition for charity organization from the perspective of connotation and extension，and charity organization becomes a legal notion.Charity law makes the registration system of the charitable organization clear，changes the original “dual management system”；provides the internal governance structure of charitable organizations，provides a legal basis for the realization of the autonomy of charitable organizations；the inspection system for the annual report system，and changes the charity regulation.The charity law implementation needs to set the specific provisions and measures of charity organization form and the registration and management，come up the national standards of corporate governance on charitable organizations，and annual docking system and charity supervision system to achieve effective supervision on charitable organizations and charitable activities.

Charitable trust is basic mode for modern charities which can bring market force and social resource into play as a powerful tool. However，Trust Act of PRC in 2001 cannot satisfy the development of charitable trust，besides the conception is not proper. Charities Act of PRC makes a special chapter for charitable trust after several debates.Taking Charities Act as a start，the complementary legislation for charitable trust should be focused.On the basis of idea and principle of Charities Act，the law system of charitable trust should be constructed and improved further，from identification standard，supervision division，rights and obligations or qualification of the parties，and supporting policy and so on，to promote the scientific and operational mechanism of the specific system，and promote the sustained and healthy development of Chinas charitable trust.

Philanthropy in the United States is recognized as the most flourish in the world，whose development has long been considered to be promoted by the tax system as the most important means.In the federal level，the tax system arrangement for individual charitable giving includes individual income tax deduction，estate tax and gift tax.The tax system arrangement has four features:complete tax system，different proportions of pre tax deduction to orientate donation，high progressive tax rate to encourage the rich to donate，and declaring autonomously and choosing deduction methods freely.In order to solve the problems in pre tax deduction of individual charitable donation in China，we could set different deduction ratios to encourage donations，formulate various deduction methods for donators to choose，and enact estate tax and preferential policies promptly to design the system.

From the beginning of 1960s，Marx’s The Critique Outline of Political Economy has become the focus of international academic research and debate.Research and debate are in three fields:literature，political economics and philosophy.On the research history and current status of the field of philosophy people involve numerous topics，like labor alienation，free time to say，social ontology refinement，traces of Hegels philosophy variously.Compared with the ideological practice of The Critique Outline of Political Economy，the shortcomings of the existing research results are obvious:it does not put forward and explore the philosophical analysis framework in the conscious level.The philosophical analysis framework is the dialectical relationship between the subject，the object and the two. Marx used the philosophical framework of analysis to examine three processes of capitalist production run:the circulation process for the production of surplus value，namely the exchange of monetary capital and labor ability；the production process of surplus value，namely the material transformation between man and nature；the realizing process of the surplus value，namely the exchange phase between commodity capital and monetary.The results show，capitalist political economy nature，class nature and legal nature，science nature and essence of social history one by one are exposed in broad daylight.Overall，the Marx’s The Critique Outline of Political Economy has an irreplaceable value，for our existing academic research paradigm proposes many challenges，and the response to these challenges is our academic responsibility.

Lo Kuang discusses the cause of formation of general and individual entity，and then constructs a cosmological picture about the evolution of “life”，based on his distinction between “creation force” and “creativity”，with the acceptance of the concept of noumenon.Furthermore he designs peoples’ three kinds of life modals based on the distinction of three kinds of lives，indicating the road for people to pursue the eternal life.All the above is the main venation of Lo Kuang’s system of “life philosophy”，through which we can grasp the backbone of his whole philosophical system.

I Ching is a book that manifests the Law.This paper probes the thoughts of managing the state affairs exemplified by Hexagrams Lin and Guan.Observing the images in Hexagrams Lin and Guan and interpreting their judgments，one can find the thoughts of managing the state affairs in I Ching in the following 7 aspects:1.centering around the people when administering a country；2.tension alternating with relaxation；3.complying with the destiny of the Heaven and adapting to the mind of the people；4.making one’s words and action accord with the Golden Mean；5.being able to know and select talented persons；6.teaching and regulating the people by knowing their mind，and summing up the losses and gains；7.being inexhaustible in one’s will to teach and without limits in protection of the people.

While the cooperative development of Beijing Tianjin Hebei becoming national strategy of China，the research about Beijing Tianjin Hebei metropolitan areas and its carrying capacity also has been enriched and deepened.The majority of existed research focused on the connotation of carrying capacity and calculation about extent of single carrying capacity，while the current research neglected coupling relationship of comprehensive carrying capacity system.Based on evolutionary systems theories such as dissipative structure theory，synergy theory and catastrophe theory，this paper described and analyzed coupling and motivating mechanism of comprehensive carrying capacity system in Beijing Tianjin Hebei metropolitan areas，by establishing coupling model of comprehensive urban carrying capacity system.This paper would provide certain suggestions on improving research framework of carrying capacity.

Beijing Tianjin Hebei (Jingjinji) forms a typical and important regional ecosystem.The basic feature of regional ecosystem is symbiosis.The synergic development of Jingjinji involves economy，ecology and society，of which economic synergy is leading，eco synergy is the basis，and social synergy is the aim.The key is to develop and construct the symbiosis mechanism and mode of regional ecosystem in Jingjinji.Since its synergic development is the state strategy，it requires following symbiosis law，basing on mutualism，making a scientific clarification of responsibility，rights and benefits of the three sub regions，and carrying out operable measures.Besides，it also demands a proper planning on the top level，a proper strategic disposition so as to push forward the economic development and social prosperity of the region based on eco symbiosis.

In the paper，we systematically construct the measuring system of investment facilitation，and evaluate and compare the level of investment facilitation of 140 countries (regions) including 50 “One Belt and One Road” countries from 2010 to 2015 by using the method of factor analysis，which are based on the related data of GCR.The research shows that financial service has a greatest impact on the level of investment facilitation of “One Belt and One Road” countries，followed by infrastructure and macroeconomic situation，and system environment has the minimal effect on them.At the same time，the level of investment facilitation is too low of “One Belt and One Road” countries，which has a large gap with developed countries；there are obvious differences between nations and regions and outstanding non equilibrium of them in the level of investment facilitation，and overall there is a greater room for improvement.In the future，“One Belt and One Road” countries should reinforce policy communication，promote infrastructure interconnection，strengthen the coordination with fiscal policy and monetary policy，perfect financial service system and create a good system environment.

With the full implementation of the “Business Tax Replaced with VAT” and local tax system lost the main taxes，property taxes and other taxes are difficult to bear responsibility of local tax system support.Although they are as a direct tax income tax having a higher percentage，they belong to a Shared tax.The local tax system in China is difficult to establish，in addition to the objective conditions such as the economic structure and unreasonable income distribution，mainly because during the tax system construction process，there are many factors hindering the process，such as the lag of the construction of the rule of law，the imperfect supporting system，and the imperfect management mechanism.In this context，starting with the influence of local tax revenue on local financial resources，this paper analyzes the institutional obstacles in the construction of local tax system in China,and puts forward the basic countermeasures.

As a composite system，financial ecosystem，which holds the lifeblood of the new urbanization，plays a role of “blood transfusion” and “hematopoiesis”.Based on the panel data of 30 provinces except Tibet in China from 2005 to 2013，this paper constructs the evaluating index system of the financial ecosystem and new urbanization quality.The system coupling degree model and the global factor analysis method measure the coupling degree of the financial ecosystem and the new type of urbanization quality separately.In addition，we empirically analyzes the influence of the financial coupling degree on the new urbanization quality.The results are as follows:there is a significant difference in the degree of coupling coordination and the quality of the new urbanization among different regions.Moreover，there is a significant positive correlation between the two variables，and with the improvement of the quality of the new urbanization，the role of the financial ecosystem coupling to the new urbanization is more obvious.Therefore，regions should pay attention to the coordination of the financial ecological system and the new urbanization quality to achieve the interactive development between them.

By studying all kinds of quotations of The Book of Songs in various articles that come from the Whole Articles of Three Kingdoms，this paper puts forward that there are mainly four aspects which show the literary turn of The Book of Songs.First，being different from the study on The Book of Songs aiming at political admonition in Han Dynasty，the quotation of The Book of Songs in articles of Three Kingdoms became a kind of literary technique that can strengthen the expressive force of works.Second，some historical figures that were admired in The Book of Songs became aesthetic symbols.Some words which were rested on deep meanings became idioms which were full of emotional color.Third，the authors of articles of Three Kingdoms integrated personal emotion and experiences into the Classicists’ interpretations on The Book of Songs.Fourth，the authors of articles of Three Kingdoms got rid of the tradition which was regarded The Book of Songs as Confucian Classic，and applied their own interpretations on The Book of Songs to their articles，and used some poems as literary allusions.From these facts，we can conclude that the literary turn occurred on the study of The Book of Songs in the Three Kingdoms，which blended into the trend of the literary self consciousness in Wei Dynasty.
