Influencing Factors and Advancing Path of High-level Digital Government Construction

Abstract: As an important strategic measure to promote the modernization of government governance system and governance capacity,the construction of digital government is not only a simple problem of technological change,but also an exponential deep integration of information technology,organization and environment after the superposition and fission of technology and governance.The existing research lacks in-depth exploration of the influencing factors of the differentiated path of digital government construction.Taking TOE as the analysis framework,this paper adopts the method of combining NCA and fsQCA to deeply explore the influencing factors and promotion path of high-level digital government construction in 31 provinces(cities and districts)in China from the perspective of configuration.The research finds that:policy driven is a necessary condition for the construction of digital government,and is the institutional guarantee for the construction and development of digital government;there are differences in the path of high-level digital government construction,and the appropriate combination of different influencing factors can promote high-level digital government construction;under the combination of specific resource elements,improving technical capacity and strengthening financial supply capacity and policy driving are indispensable conditions for rapidly promoting the construction of digital government.The research will help deepen the complex causal mechanism behind the construction of digital government in China,and provide reference for building a differentiated high-level digital government according to local conditions.
