Abstract: Green economy has become the mainstream in the worlds development,and green industry development is becoming increasingly urgent for achieving its sustainable development goals especially for Hebei Province,which has serious environmental problems.Taking the nodal cities in Hebei Province as the research object,combined with the national industrial green development goal and the actual demand of green industry development in Hebei Province,the index system,including economic growth,technology research and development,social stability,resources and environment,is established,and the evaluation is conducted from two dimensions of green industry performance and practice progress to comprehensively evaluate the green industry performance and progress of nodal cities in Hebei Province.Then,by comparing the values of green development performance and green transformation progress of each city with the median values,all evaluated cities are classified as advanced or backward in terms of current performance,and classified as active or passive in terms of the progress ingreen transformation.Four categories,which are “advancedly active”“advancedly passive”“backwardly active” and “backwardly passive”,are determined.In each category,corresponding policy recommendations are put forward to enhance green industry development.The evaluation system and policy management framework can provide reference for other cities to make green development policies.
