Abstract: Financial supporting for rural revitalization and poverty alleviation requires not only the support of large-scale,policy-oriented financial institutions,but also the cultivation of small rural financial institutions and it needs to give full play of closeness to the people characteristics,then improving its social efficiency and serve the “three rural”.In this paper,through four-stage DEA analysis,it is found that the social efficiency of small rural financial institutions is generally low,especially pure technical efficiency,so it is very important to improve its pure technical efficiency.At the same time,the social efficiency of the new rural financial institutions is much higher than that of the traditional rural financial institutions,and is more affected by environmental factors,which plays an important role in improving the social efficiency of the overall small rural financial institutions.The social efficiency of small rural financial institutions in the four regions of East,Middle,West and Northeast and each province(city,autonomous region)has little difference,but the social efficiency of each province(city,autonomous region)is significantly different.Therefore,the development path of small rural financial institutions should be formulated according to local conditions to facilitate the improvement of overall social efficiency.
