Abstract: Social mobilization is a social activity carried out by the state,political parties or social organizations to achieve specific goals.It is also an important function of the media in a certain environment and a certain historical period.After the liberation of Zhangjiakou,the Xinhua Broadcast Station in Zhangjiakou(Shanxi-Charhar-Hebei),which had been taken over by the Peoples Liberation Army,declared its establishment and began broadcasting immediately.It opened a new chapter in the Partys urban broadcasting in the war.The radio station actively mobilized multiple forces and had a rapid development under the guidance of the policy of “everyone running broadcasting”. It has enriched the radio program types and broadcasting contents,enhanced the influence of the Communist Party broadcasting,become the peoples “eyes,ears and mouthpiece”, and laid a foundation for the development of the partys broadcasting in new China.
