Abstract: Due to the “incommensurability” of social practice, values, thinking mode and language symbols to a certain extent, there are inevitable obstacles in cross-cultural communication.Through the analysis of the reports of the “China plan” in 14 international mainstream media,it is found that the obstacles of cross-cultural communication are embodied in two kinds:the staggered layer of symbol connotation and the conflict of values. The staggered layer of symbolic connotation is due to the cultural discount caused by the change of context in the process of cross-cultural communication, and the conflict of values is due to the change of values caused by cognitive translation and cognitive bridging.

Key words: cross-cultural communication, connotation staggered layer, value conflict, cognitive translation, cognitive bridging
