大学科技园对高校创新产出的影响研究——基于高校专利视角

Research on the Impact of University Science and Technology Parks on University Innovation Output ——Based on the Perspective of University Patent

摘要: 高校作为我国创新体系的重要部分,其创新水平对我国社会创新力的发展起到重要推动作用。大学科技园将企业、高校和政府有机结合成产学研合作体系,这一特点为高校创新产出的外溢和再生产提供了可能。大学科技园对高校创新产出的研究将有利于了解高校创新产出的作用机制。利用多期双重差分模型评估大学科技园对高校专利创新产出的影响效应发现:第一,国家大学科技园能够促进参与高校在发明专利上31%的增长。第二,东部地区国家大学科技园更能促进高校在发明专利的增长,中部地区和西部地区的国家大学科技园并不能显著影响高校的专利变化。第三,仅有理工类高校能够受国家大学科技园的影响并在发明专利上呈现增长效应。第四,高校参与国家大学科技园后,普通高校比高水平高校在专利产出上有更高的增长。第五,进一步分析发现,参与国家大学科技园的高校专利增长还有利于高校的专利转让。上述结果表明大学科技园对高校的作用机制需要理性看待和规划,才能实现高校和大学科技园共赢局面。

Abstract: As an important part of Chinas innovation system,universities innovation level plays an important role in promoting the development of social innovation in China.The university science and technology park integrates enterprises,universities,and the government into an industry university research cooperation system,which provides the possibility for the spillover and reproduction of university innovation output.The study of university science and technology parks on university innovation output will be beneficial for understanding the mechanism of university innovation output.Using a multi-period double difference model to evaluate the impact of university science and technology parks on the output of university patent innovation,it finds firstly,national university science and technology parks can promote a 31% increase in invention patents among participating universities.Secondly,national university science and technology parks in the eastern region can better promote the growth of invention patents in universities,while national university science and technology parks in the central and western regions cannot significantly affect patent changes in universities.Thirdly,only science and engineering universities can be influenced by the National University Science Park and exhibit a growth effect in invention patents.Fourthly,after universities participate in the National University Science and Technology Park,ordinary universities have a higher increase in patent output compared to high-level universities.Fifth,further analysis reveals that the growth of university patents participating in national university science and technology parks is also conducive to the transfer of patents by universities.The above results indicate that the mechanism of the role of university science and technology parks in universities needs to be viewed and planned rationally in order to achieve a win-win situation between Universities and university science and technology parks.
