Abstract: The municipal industry education consortium is an important exploration of the integration of vocational education and industry into a new stage,carrying the mission and concept of building a modern vocational education system.However,due to the diverse value orientation of the consortium subject,organizational behavior becomes complex,information is not smooth,organizational resources are difficult to balance allocation,organizational goals are difficult to integrate current needs and face the future,and differences in interests may reduce the level of organizational development motivation.It is urgent to promote collaborative governance of the industry education consortium.From the perspective of public value creation,collaborative governance promotes the integration and allocation of resources among all parties of the municipal industry education consortium,ensures the procedural and substantive legitimacy of management policy formulation,continuously optimizes the internal and external coordination relationships of the municipal industry education consortium,and strengthens the adaptability and flexibility to respond to external environmental challenges,thereby achieving high-level public value creation.To promote the creation of public value through collaborative governance,it is necessary to continuously strengthen the government’s leading position,integrate diverse interests and demands,gather consensus on public values,and improve the mechanism of collaborative governance and consolidate the foundation for creating public value.By improving the evaluation plan,the sharing of public value achievements will be promoted,and a collaborative governance system can be formed,which continuously deepens the integration of industry and education,and continuously promotes the public value creation of the municipal industry education consortium of vocational education.
