Abstract: Five frontier theories of the western public governance have commonness and differences;the differences are not the opposite of existence,but the existence of complement.The new public service theory,on the surface of the concept,highlights the service concept;Network governance theory,in terms of governance structure,emphasizes the network structure;Holistic governance theory,in terms of governance,promotes integration or cooperation governance;Digital governance theory,in terms of governance tools,claims data technology or intelligent of management;Public value management theory,in terms of governance goal or mission,thinks creating public value will be the direction of the future.Therefore,we should integrate the concept of governance,structure,methods,tools,and mission to build the western public administration theory system,giving full play to the advantages of the whole and the theory group.The construction of this theory system not only reflects China's current management background and designs a reasonable management plan,but also inspires the construction of the governance system in our country in the concept,structure,mechanism,tools and goal levels.
