Taihe County is located in the core area of Jitai Basin.Since ancient times,it is a developed area of food and agriculture,and this laid a solid economic foundation for the development of culture.Imperial examination and private academies took advantage of each other to promote the progressive development of culture and education.In Southern Tang Dynasty,Luo Tao founded Kuang Hill Academy in his hometown,which was a model in Jitai Basin.For the first time,people of Taihe county carried out “Patronage of Southern Palace” in the middle of Southern Song Dynasty,and gave an imitation for others.This meant a great development of social culture and education.The originality of “Patronage of Southern Palace” relied on the historical materials and was beyond question.Later,this kind of patronage based on the charitable agreement developed into“Gongshi Farm”；at the same time,the patronage to the poor became the assistance for all the participants to imperial examination,and the examination at their own expense changed to the one at the state expense.This kind of improvement of cultural and educational system contributed to the academic education and imperial examination.

The volume,structure and efficiency of financial development have positive effects on promoting the development of technological innovation.Coordinated development of Beijing Tianjin Hebei requires higher level and more efficiency in the integration of financial development and innovation.This paper analyzes the differences of financial development of Beijing Tianjin Hebei.It also constructs input output indicator system and dynamic panel data,which includes 11 indicators.Integration efficiency of financial development and technological innovation should be measured through DEA Malmquist model.Thereafter,some suggestions have been discussed to improve the contribution of technological innovation to regional economic development,in order to implement the innovation driven and promote the coordinated development of Beijing Tianjin Hebei.

According to the "Sandver theory model" and to resolving the overcapacity in the labor conflict risk status and the main problems in the investigation and analysis of Beijing Tianjin Hebei,the labor conflict risk early warning index system theory is designed based on the primary early warning index system,the rough set theory is used to analyze the relationship between the sample of enterprise historical data and the results of labor clash,and the attribute reduction iscarried to objectively determine the weight of each index,then combining subjective weight,to get the weight of each index,and reduce the first 22 three level index theory to 15 operating index system.After collecting the six industries with excess capacity represented by 48 enterprises and 246 copies of questionnaires and data in Beijing Tianjin Hebei,including iron and steel,coal,cement,electrolytic aluminum,flat glass,and boat,and on the basis of the subjective and objective weights and the standardization of data processing,this paper uses the multi attribute decision making method to evaluate comprehensively and have quantitative warning on the labor conflict risk status of the sample enterprises.The combination weighting method is used to enhance the objectivity and the scientific nature of the quantitative warning,and early warning results show that: there is a half of the sample enterprise labor relations having a certain risk,in which the enterprises are in the serious warning state,that is in the dangerous area accounting for 17%,and in the very severe state,that is in the very dangerous area accounting for 2%.The enterprises which are in the serious and the most dangerous areas are mainly state owned enterprises,accounting for 50%;private enterprises account for 30%;joint stock enterprises account for 16%.According to industry distribution,the enterprises mainly concentrate in the steel industry.

Metropolitan cities are playing a rather crucial role in the partial or national development.The essay takes the municipalities directly under the central government and some sub provincial cities as examples to demonstrate the relationship between industrial development and population accumulation.It uses the panel statistics model and introduces the variables relating to population density and floating population proportion.Besides,it establishes the second and third production functions of 16 metropolitan cities and explores the durable stimulus of the population accumulation to industrial development and its updating.It further discusses the contribution labor force have made during the second and third industrial development.It turns out,population accumulation and its floating carry important implications for the industrial development and transformation.So does the labor force.Similarly,the sustainably rapid development of industry contributes significantly to the improvement of population quality and the change of their intellectual structure.

Financial agglomeration plays a significant role in promoting regional economic growth through exploiting financial function and agglomeration effects.According to the ideas of “mechanism analysis,path analysis and model analysis”,the article summarizes the financial agglomeration's effects on the regional economic growth,including economies of scale,information spillover,knowledge spillover,innovation catalysis,structural adjustment and self reinforcing effect;based on the aspect of flow of production factors,like capital,technology and talents,financial agglomeration and regional economic growth causality feedback paths are analyzed and a system dynamics model is established.Simulation and experiments of policies are conducted through Vensim PLE.The results show that the effect of the implementation of talent policy is better than that of the legal system,and the effect of the implementation of innovation support policy on regional economic growth is not obvious.Therefore,relevant policies should be established to achieve cooperation between financial agglomeration and regional economy.

The studies both at home and abroad found that,industrial agglomeration degree has a lot to do with the urbanization level.This article first summarizes the inner link of the industrial agglomeration and urbanization,and then reviews the literature of the interactive development of industrial agglomeration and urbanization,using the panel data model,to make an empirical analysis on the relationship between industrial agglomeration and urbanization of six provinces and cities in eastern region and 5 provinces and cities in central and western regions,and concludes that there is an obvious correlation between industrial agglomeration and urbanization,presenting a significant periodic differences.The eastern region is in the middle and late stage of urbanization,and the third industrial agglomeration on the pulling effect on the urbanization is more than the second industrial agglomeration.The central and western regions are in the middle stage of urbanization,and the second industrial agglomeration is the main driving force of urbanization.Each region should adjust measures to local conditions,develop comparative advantage,foster industrial clusters with local characteristics,and improve the level of regional urbanization.

Delayed transformation of government functions is becoming a bottleneck to the further development of China,and the existing discussions mostly focus on the implementation of policy.In this paper,we regarded the government as a supplier of public goods,and investigated the history of the development of government functions from the view of the demand structure of public goods,especially emphasized the principle of public product demand structure determining the function of the government.The market is actually a product of the institution construction,is a typical public goods provided by the government;therefore,the government and the market are not in the same level of mutual substitution relationship,but the relationship between supply and support of the upstream and downstream.Secondly,in the early stage of the development of market economy,the government should provide developmental public goods,and promote the formation and development of the market mechanism.However,in a developed market economy,when the demand for survival public goods by weak is becoming more and more urgent,the government should construct a system of social welfare for them to make sure their opportunity to live.Therefore,an ideal structure of modern government functions should be a dual financial model that could balance survival and development of public goods.
