The development of high-tech industries is needed to lead the high-quality economic development,and whether the development of high-tech industries and the widespread use of new technologies will have an impact on employment and cause large-scale unemployment has aroused concern.To this end,the paper combines the development of high-tech industries with the theme of evolutionary economic geography,and uses the “industry space” method to measure the correlation between high-tech industries and other industries.Based on the panel data of Chinas industrial enterprise database,it tests the impact of Chinas high-tech industries and their correlation density with other industries on urban industrial employment.The research shows that:(1)high-tech industries have the effect of employment creation,and the demand for labor force in urban economy will increase significantly due to the development of related industries induced by high-tech industries.(2)The development of high-tech industries provide the market with technology applications and services,reducing the demand for labor in resource intensive industries and releasing a certain scale of labor.(3)The correlation density between high-tech industries and other industries is mainly to promote the increase of urban industrial employment demand through mechanisms such as increasing production efficiency to promote the expansion of industrial scale,and increasing residents’ income to promote the increase of consumption demand.The promotion effect of high-tech industries driving the development of related industries on urban employment has a strong robustness.

The development of digital economy and the continuous application of fiscal big data have a wide impact on the development direction of budget performance management.The deep integration of big data and budget performance management will help to further innovate the budget performance evaluation method and fully implement budget performance management.Optimizing the quality management level of budget data,building a functional budget performance data set platform,promoting the intelligent development of budget performance management,and improving the digitalization of budget online supervision are feasible options to improve the quality of budget performance management in the context of the digital economy era.

The degree of adaptation between the discipline structure and the industrial structure determines the driving force of higher education for economic development.This paper will link the supply of higher education talents with the demand for industrial labor through the analysis of the employment situation of college students,and explore how to optimize the discipline structure of higher education to meet the needs of industrial structure.Based on the national college student employment sampling survey data of Peking University,this study uses the industry-discipline employment matrix to determine the basic proportion of different disciplines of talents required by each industry,and transforms the talent demand of each industry into the demand for discipline talents.The results show that the employment of college students is first manifested as total unemployment,and the unemployment rate of all disciplines exceeds 20%.Adjusting the proportion of disciplines on the basis of the existing discipline structure cannot fundamentally alleviate the problem of employment.There is no simple employment correspondence between disciplines and industries.Industrial development requires professionals from different disciplines.Graduates from various disciplines are also distributed in different industries of the national economy.Among them,engineering graduates account for the largest proportion of employment in the secondary and tertiary industries and the second in the primary industry.The results of the three-layer interactive classification model show that there is no significant difference in the starting salary of graduates among industries.More than 60% of college students gather in the tertiary industry for employment,which is not a wage driven employment transfer,but because the tertiary industry has a strong ability to absorb high-end labor.The first industry has the highest matching rate of learning and employment,while most industries in the tertiary industry pay more attention to the comprehensive quality and ability of graduates.Different industries have different needs for college students’ professional specific skills and general skills.Different disciplines of higher education should adopt different labor market docking strategies.This research also puts forward suggestions on the structural adjustment of each discipline based on the employment rate of graduates,the matching degree between learning and employment and the starting salary.

Continuing education is an important means to improve rural human capital,and the accumulation of rural human capital further affects the development of continuing education,and there is a close relationship between the two.Based on the improved entropy weight TOPSIS method,the coupling coordination degree model is used to analyze the coupling coordination relationship between continuing education and rural human capital in North China from 2014 to 2018.The research shows that:the development of rural human capital in North China has a weak role in promoting the development of continuing education;the degree of coupling coordination between continuing education and rural human capital in North China is generally low;the relationship between continuing education and rural human capital is relatively low;the coordination relationship has a certain degree of regional differences.It is suggested to increase investment and protection in continuing education to serve rural human capital;strengthen the building of teaching staff for continuing education to continuously improve the quality of rural human capital;improve rural infrastructure construction and attract private and social investment to promote the return of rural talents.

Urban refined governance is the advanced stage of urban governance and an inevitable requirement for realizing the modernization of the urban governance system and governance capacity.As one of the key driving forces of regional development,the historical mission shouldered by colleges and universities is logically consistent with the connotation requirements of urban refined governance.No matter from the tradition of the integration of universities and cities in history,or the practical needs of urban refined governance in reality,colleges and universities are required to actively respond to and give full play to the functions of “intellectual support,talent supply,scientific and technological support and ideological guidance”.Based on this,we should actively explore the practice path of colleges and universities serving urban refined governance from the three aspects of generating incentive guarantee mechanism,building resource sharing platform and innovating a practice development system,so as to provide action guidance for the modernization of urban governance system and governance capacity.

With the deepening of the reform of supervision system and judicial system,the handling of job-related crime cases presents a practical pattern of dual independent coexistence,namely “investigation procedure” and “criminal procedure”.Among them,the investigation procedure is regulated by the supervision law,while the criminal procedure is adjusted by the criminal procedure law,and the pivot of the connection between the two is the review and prosecution procedure of the procuratorial organs.This procedure connection is reflected in:the job-related crime cases investigated by the supervisory organs must go through the review and prosecution procedure before entering the criminal procedure.Its proper basis lies not only in the intermediate link between the past and the future,but also in the normal extension of the legal supervision function and the leading role of the procuratorial organs.Of course,there are still a series of practical problems in the system connection mode of “taking the review and prosecution as the pivot”,so it is necessary to improve it through such measures as the procuratorial organs earnestly assuming the leading responsibility,striving to improve the subject status of the investigated and improving the actual effect of legal supervision.

With the continuous deepening of the reform of the discipline inspection and supervision system,the evidence supplementary inspection system of Chinas supervisory organs gradually presents three modes:the return for reinvestigation,the return for supplementary investigation and direct supplementary evidence.The three modes of supplementary examination of evidence in the trial stage of the supervisory authority have their own reasons for formation and operating mechanisms,and they also have space for independent survival.The return for reinvestigation mode and the return for supplementary investigation mode play a positive role in supervising and restricting the investigation power of the supervisory authority and ensuring the quality of cases,but they are easy to cause contradictions between internal institutions,which leads to lower efficiency of case handling.The mode of the direct supplement of evidence is helpful to improve the efficiency of handling cases and promote internal harmony,but it blurs the boundaries of responsibilities between the internal organs of the supervisory organ,which is easy to lead to the risk of insufficient constraints and more cooperation.In the future,we should uphold the consciousness of rule of law,procedure and evidence,and strictly apply the three modes of supplementary investigation of evidence by supervisory organs in accordance with the law on the basis of ensuring the efficiency of internal supervision and case handling.
