Abstract: The paper discusses why the hierarchical relationship exists among international information dissemination capacity,national discourse capability and national language capacity.Based on the above discussions,the author proposes BA and MA programs in foreign languages including Programs in international Chinese language education can play an important role in educating the personnel of international information dissemination.In order to accomplish such a mission successfully,the author suggests a strategy of developing “two types of personnel” for enhancing international information dissemination capacity with necessary changes in the existing teaching content of foreign language programs.The courses of such programs must integrate “language education” with “teaching the theory and skills of international dissemination information”.
