Influencing Factors and Advancing Path of High-level Digital Government Construction FENG Zhaorui Journal of Hebei University(Philosophy and Social Science)    2022, 47 (6): 117-130.   DOI: 10.3969/j.issn.1005-6378.2022.06.013 Abstract （393）      PDF（pc） （1848KB）（305）       Knowledge map    Save As an important strategic measure to promote the modernization of government governance system and governance capacity,the construction of digital government is not only a simple problem of technological change,but also an exponential deep integration of information technology,organization and environment after the superposition and fission of technology and governance.The existing research lacks in-depth exploration of the influencing factors of the differentiated path of digital government construction.Taking TOE as the analysis framework,this paper adopts the method of combining NCA and fsQCA to deeply explore the influencing factors and promotion path of high-level digital government construction in 31 provinces(cities and districts)in China from the perspective of configuration.The research finds that:policy driven is a necessary condition for the construction of digital government,and is the institutional guarantee for the construction and development of digital government;there are differences in the path of high-level digital government construction,and the appropriate combination of different influencing factors can promote high-level digital government construction;under the combination of specific resource elements,improving technical capacity and strengthening financial supply capacity and policy driving are indispensable conditions for rapidly promoting the construction of digital government.The research will help deepen the complex causal mechanism behind the construction of digital government in China,and provide reference for building a differentiated high-level digital government according to local conditions. The Carbon Emission Effect of Digital Economy from the Perspective of Whole Industry Chain ——Taking Hebei as an Example LI Yuanjie,LI Na Journal of Hebei University(Philosophy and Social Science)    2023, 48 (3): 92-105.   DOI: 10.3969/j.issn.1005-6378.2023.03.011 Abstract （202）      PDF（pc） （1643KB）（111）       Knowledge map    Save Existing studies rarely evaluate the carbon emission effect of digital economy scientifically and quantitatively from the perspective of the whole industry chain,and most of them analyze the impact of digital economy on regional carbon emission through the ICT industry.This paper calculates the carbon emission effect of digital economy in Hebei from the perspective of whole industry chain by constructing digital economy input-output model.The research results show that the total carbon emission of the whole industrial chain of digital economy in Hebei is second only to the six energy-intensive industries and transportation industry,which is mainly driven by trade and consumption,concentrated in the high energy consumption sectors in upstream of the industrial chain and the high-digital sectors in downstream of the industrial chain.The domestic trade and residents consumption are the main driving forces for the increase of carbon emission of digital economy in Hebei,and the carbon intensity and industry association are the dominant factors to reduce carbon emissions.Finally,the paper puts forward corresponding countermeasures and suggestions from macro and micro levels to promote scientific emission reduction of digital economy. A Study on the Adaptability of the Discipline Structure and the Industrial Structure of Higher Education ——Based on the Perspective of College Graduates Education-Job Match and Employment Quality GUO Jianru,DENG Feng Journal of Hebei University(Philosophy and Social Science)    2023, 48 (1): 112-122.   DOI: 10.3969/j.issn.1005-6378.2023.01.012 Abstract （272）      PDF（pc） （1344KB）（90）       Knowledge map    Save The degree of adaptation between the discipline structure and the industrial structure determines the driving force of higher education for economic development.This paper will link the supply of higher education talents with the demand for industrial labor through the analysis of the employment situation of college students,and explore how to optimize the discipline structure of higher education to meet the needs of industrial structure.Based on the national college student employment sampling survey data of Peking University,this study uses the industry-discipline employment matrix to determine the basic proportion of different disciplines of talents required by each industry,and transforms the talent demand of each industry into the demand for discipline talents.The results show that the employment of college students is first manifested as total unemployment,and the unemployment rate of all disciplines exceeds 20%.Adjusting the proportion of disciplines on the basis of the existing discipline structure cannot fundamentally alleviate the problem of employment.There is no simple employment correspondence between disciplines and industries.Industrial development requires professionals from different disciplines.Graduates from various disciplines are also distributed in different industries of the national economy.Among them,engineering graduates account for the largest proportion of employment in the secondary and tertiary industries and the second in the primary industry.The results of the three-layer interactive classification model show that there is no significant difference in the starting salary of graduates among industries.More than 60% of college students gather in the tertiary industry for employment,which is not a wage driven employment transfer,but because the tertiary industry has a strong ability to absorb high-end labor.The first industry has the highest matching rate of learning and employment,while most industries in the tertiary industry pay more attention to the comprehensive quality and ability of graduates.Different industries have different needs for college students’ professional specific skills and general skills.Different disciplines of higher education should adopt different labor market docking strategies.This research also puts forward suggestions on the structural adjustment of each discipline based on the employment rate of graduates,the matching degree between learning and employment and the starting salary.
