Abstract: Industrial transformation and upgrading is the main tone of Hebei’s work in the “13th Five year Plan” period. Whether Hebei can successfully achieve industrial transformation and upgrading, is not only related to the completion of the objectives and tasks of the “13th Five year Plan” period, but also determines whether it will play a demonstration role for the industrial transformation and upgrading of the whole country .Therefore, it is necessary to pay attention to the connotation of industrial transformation & upgrading test area, deeply understand the main tasks and development priorities of industrial transformation & upgrading, and to promote the reform and innovation of the experimental area.
