Study on the Dual Factors of Promotion of Regional Innovation Capability:R&D Effect and Environmental Effect

Abstract

Abstract: The promotion of innovation ability is necessary for regional economic development and industrial transformation. This article selects 14 indexes which affect the regional innovation environment based on provincial panel data from the year of 2008 to 2014. Through establishing factor analysis model, the paper obtains two main factors affecting innovation environment, which are called the fundamental supporting factor and the advancement promoting factor. Then we get the ranking of the 31 provinces by their comprehensive scores. Besides, based on quantitative analysis, we verify the influence of regional innovation environment, investment of R&D costs and human resource to the regional innovation ability measured by the number of patent licensing and pass the robust estimation. The results show that the wide difference between these provinces is not only because of investment of their R&D costs and human resource but also the innovation environment. Finally, based on the research above, some suggestions are put forward to enhance the regional innovation ability.
