China’s Silk Road connects the Western Regions and has been flourished and abolished for several times. Although it was restored in the Northern Song Dynasty, it withdrew from the stage of history because of many barriers with the rise of the Western Xia, Jin and Western Liao empires. The foreign trade of China in Central Plains also shifted from land to ocean. Gold and silver, originally flowing into Central Asian countries, turned to Southeast Asia, and the currency and finance of Central Asia suffered a lot. After the Mongolian ruled the Silk Road area, business routes resumed. At this time, the circulation of gold and silver between the Yuan Dynasty and the four Khanates was mainly embodied in the three aspects of government reward, mediation of merchants’ gold and silver exchanges and the circulation of folk commerce, and formed the characteristics of gold and silver outflow under the actions of the Yuan Dynasty government and the inflow of folk commercial activities. The gold and silver currencies in Central Asia have thus been supplemented, restoring the traditional pattern of financial complementarity among the early “Silk Road Economic Belt” countries.

Chuang-tzu believes that people’s life is faced with both the physical and mental dilemmas, namely the perceived mental and physical difficulties and unrest as a result of the enhanced people’s self-consciousness. To get rid of physical dilemma, Chuang-tzu adopted the approaches of humanization and materialization, life-valuing and life-enjoying, futility of utility, the doctrines of the mean and reclusion, self-emptying and enjoying life. In response to his mental dilemma, Chuang-tzu employed the tactics of preserving the original nature, mental-relieving, freeing mind by dint of circumstances, returning to nature, etc. These approaches and tactics embody people-oriented and nature-oriented philosophical wisdom, which is of great value for building a people-oriented harmonious society.

The solutions to Frege’s puzzle basically follow a line of thought: either in some way or by introducing certain terms to explain the difference between A=A and A=B in cognitive value. From the existential graphs with tinctures to see Frege’s problem solving ideas, first of all, we should stand in the position of anti-semantics and regard lines of identity of existential graphs as proper names similar to Kripke’s, that is, lines of identity have no meaning. Secondly, by borrowing the concept of “appearing” introduced by Fine’s theory, it is stipulated that the symbolic connection is appearing and each appearing is named. Thirdly, tinctures are used as the modal operators. Finally, “the Morning Star and Evening Star problem” is taken as an application case to illustrate how the existential graphs with tinctures provide a new perspective for solving Frege’s puzzles.

Based on two behavioral tests by research paradigms of directed forgetting, the paper attempts to discover whether the emotional memory can be directly forgotten, whether there are different directed forgetting effects of the emotional memory among the three kinds of experimental materials, and to further explore the reasons of these differences. Finally, it got two findings. Firstly, the directed forgetting effect are all discovered in the three kinds of experimental materials. The directed forgetting effect induced by the approach-motivation positive emotion is weaker than that induced by neutral emotion. And the directed forgetting effect induced by the avoidance-motivation passive emotion has no obvious differences in the neutral emotion. Secondly, there are no obviously different directed forgetting effect among high-approach positive emotion, low-approach positive emotion and neutral emotion. These experiments reveals that although the emotional memory can be directly forgotten, the motivation intensity has no effect on the individual directed forgetting.

In China, the public finance reform has been going on for 40 years. Public finance in China has not only the meaning of distribution tools and unique functions, but also the main position of the public in the power structure of financial operation. Therefore, we can sum up the 40-year history of public finance construction from the two angles of “finance”and“public”. Based on the perspective of “finance”, after 40 years of continuous construction, China’s fiscal reform has made remarkable achievements in distribution scale, distribution structure, risk control, fiscal policy and other aspects, but there are also problems in such as concept caliber, data release, fiscal concept, integrity norms, operating environment, functional structure and so on. Based on the “public” perspective, China’s finance has also made some progress in the public’s right to know, decision and supervision, but there are also shortcomings in the financial legal framework, the core position of the NPC, financial transparency, public opinion collection and other aspects.

Under the background that the economy continues to maintain steady growth and the fiscal revenue and expenditure performs the task ahead, the objective of focusing on “tax reduction, fee reduction and making fiscal policy more proactive” was proposed in the executive meeting of the State Council. How to implement a more proactive fiscal policy in the context of increasing uncertainties so as to avoid the occurrence of financial risks and thus the occurrence of systemic overall risks is a problem; for this purpose it is of vital importance to accelerate the progress of budget implementation and improve the efficiency of fiscal expenditure. Based on the current situation of fiscal fund, this paper argues that the effective coordination of fiscal fund is difficult to achieve in the process of using fiscal fund as a whole because of the obstacles such as the choice of interests and the game dilemma and so on. Then it puts forward that the reform should start from the top-design, then foster the value orientation of holistic awareness and realize the coordination mechanism of multiple co-governance. In order to use fiscal fund as a whole and achieve more positive fiscal policy to provide security, the government should implement the internal management mode of budget performance management and strengthen the external supervision measures of the people’s congress.

The long-term economic imbalances in EU countries is one of the main reasons for the 2008 European sovereign debt crisis. In 2011, the EU began to implement the economic rebalancing strategy-the Macroeconomic Imbalance Program(MIP), which has not fundamentally changed the EU economic imbalance. Most countries still have problems, such as severe debt imbalance and trade imbalance. The main reasons for the EU’s economic imbalance are the economic disparities in the EU countries, the inconsistency of EU internal policies, and Euro Circulation and labor mobility that increase economic imbalances. In 2017, the EU proposed the concept of multi-speed Europe. The main economic reason is the EU macroeconomic imbalance. Multi-speed European may become the future direction of the EU and will have a profound impact on European integration.

Financial subsidies have always been one of the main sources of income for China’s new rural social endowment insurance fund. Will the establishment of a new type of agricultural insurance system have an impact on the sustainability of local finances? Based on the relevant empirical data since the establishment of China’s new rural social endowment insurance system, this paper empirically studies the impact of security level and the age structure of Countryside on local fiscal sustainability. The study found that under the current security level of China’s new rural social endowment insurance, the local government’s financial security burden is relatively light and will not affect the local fiscal sustainability. This conclusion is not only correct nationwide, but also in the eastern and midwest regions. Changes in the age structure of the group have had a negative impact on local fiscal sustainability. In terms of impact, the midwest regions are larger than the eastern region. According to the research conclusions, the paper puts forward a dynamic adjustment mechanism for moderately improving the level of agricultural insurance security, establishing and improving the level of insurance security, establishing a horizontal transfer payment system for insurance compensation, and offsetting the negative effect brought about by urbanization.
